That's actually a moot point in our country because there was a debate about whether the Second Amendment applied to private gun ownership as well as militias or only applied to guns for the militias. But the supreme court settled that two or three years ago and ruled the second amendment does apply to private individual gun ownership.

Also this mass killing will be a lot harder to argue from some of the gun control arguments because this guy used what is a really really common and popular 9mm semi automatic handgun in the US that are owned by millions. They would freak out if someone so much as suggested banning or regulating them.
