That is not completely true, yes Rank has a small part of it but it actually is verboten if the rank difference is within the same command structure like Section supervisor to a soldier assigned to his/her section, It is frowned on for officers to date/have "personal" relationships with a enlisted, or a NCO to have relationships with a lower enlisted, but as long as they are not in the same command than there is really no issue
