The police can indeed charge someone with an assault based on a complaint. As long as they have probable cause, they can file the charge. If you had read a bit farther, your Google search, you would have learned that probable cause includes video or recordings of the incident, and if it is a minor or petty crime, police can issue a summons as opposed to arresting the suspect.
And this is only a petty crime and it is why it is so laughable that the arrogant elite leftists are making such a fuss and frothing so.

Also, if you had read even farther, your Google search, you would know that the City (or County) Attorney can drop the charge based on their review of the case, or take into account the attitude of the victim. If the city (or County) attorney does drop the case before the court date, the suspect would not need to appear.

The City (or County) Attorney is unlikely to drop this case. The reporter wants his pound of flesh, and there is that pesky video and audio. Gianforte will likely do the right thing, plus avoid a circus, and plead guilty.
Gianforte isn't going to jail, and he isn't going to lose his seat in Congress because of this, even if he does plead guilty.
He's going to pay a fine, probably have to buy the reporter a new pair of rose colored glasses and apologize.
