An Intelligence Agency Is Interfering In US Politics And It Ain’t Russian

Yesterday, the CIA allegedly determined that Russia had intervened in the US election to the deliberate benefit of Donald Trump.

American intelligence agencies have concluded with “high confidence” that Russia acted covertly in the latter stages of the presidential campaign to harm Hillary Clinton’s chances and promote Donald J. Trump, according to senior administration officials.

They based that conclusion, in part, on another finding — which they say was also reached with high confidence — that the Russians hacked the Republican National Committee’s computer systems in addition to their attacks on Democratic organizations, but did not release whatever information they gleaned from the Republican networks.

This is a serious allegation and one, that if true, should result in very public and painful consequences for Russia. But, if it was a serious report it wouldn’t be made public. In fact, if you want a definitive example of an intelligence agency meddling in our domestic politics, you need look no further than this report.

Two of my colleagues, Susan Wright and Jay Caruso, have posted on the subject. I respectfully dissent, in part, from both of their views.

First, the evidence presented is a “consensus view” presented by administration officials. This means two things. First, there is no direct evidence of the claim (see global warming, consensus view) but rather they are making the claim base on their interpretation of a fact pattern. Second, the people making the claim are the political appointees in the agencies. When one delves a little deeper into the report we find this:

One senior government official, who had been briefed on an F.B.I. investigation into the matter, said that while there were attempts to penetrate the Republican committee’s systems, they were not successful.

Consider this for a moment. The FBI actually investigated to see if the RNC network had been hacked. The FBI, which did the forensic investigation, determined the network had NOT been hack but various RNC operatives had had their email compromised. The CIA, which has no charter at all to investigate anything on US soil, has now determined that the FBI is in error based on the “consensus view” that if the DNC was hacked then the RNC was hacked. And the hacked RNC documents weren’t released therefore the Russians were helping Trump. Even though the FBI says the RNC was not hacked. (And apparently the “interference” had no effect at all outside of Wisconsin, Michigan, and Pennsylvania or any other state Hillary lost.)

Russian Hacking: Republican, Democratic Senators Call for Joint Action

Four powerful U.S. senators — two on each side of the aisle — on Sunday called for Republicans and Democrats to join forces to probe and fight Russian interference in the U.S. political process.

The "stakes are too high" for the issue to become partisan, the group of senior lawmakers wrote.

"For years, foreign adversaries have directed cyberattacks at America's physical, economic, and military infrastructure, while stealing our intellectual property," Senators John McCain, R-Ariz., Lindsey Graham, R-S.C., Charles Schumer, D-N.Y., and Jack Reed, D-R.I., said in the statement released Sunday.

"Now our democratic institutions have been targeted. Recent reports of Russian interference in our election should alarm every American," they added.

In a press conference later on Sunday, Schumer said that the issue is too serious to point fingers at any individual.

"The outrage is not directed at any individual but at foreign government," he said. "This gets to the wellspring of our democracy."

The CIA has concluded that Russia mounted a covert intelligence operation to influence the U.S. election in an effort to help Donald Trump win, a congressional official knowledgeable on the matter told NBC News on Saturday.

The CIA says Russia was behind hacks of Democratic email accounts and other efforts that appeared to harm Hillary Clinton's candidacy.

Although the president-elect has repeatedly said he does not accept the findings of the spy agencies he will soon lead, Schumer said he believes that the Trump administration would get behind an investigation. This also despite the fact that incoming Chief of Staff Reince Preibus on Sunday morning dithered when asked about the subject.

Any investigation would have to wait until Congress's next session begins in early January, as the current legislature has adjourned.

Schumer said the investigation is not just limited to the election, but will also examine whether foreign governments have been stealing American intellectual property.

"What the four of us intend this investigation to look at is foreign governments hacking into American institutions, government and otherwise," he said.

The four senators warned that "Congress' national security committees have worked diligently to address the complex challenge of cybersecurity, but recent events show that more must be done."

"Democrats and Republicans must work together," they said, adding: "This cannot become a partisan issue. The stakes are too high for our country."

 

On January 21 the CIA will announce that it was mistaken about the Russians all along.

Nate Silver: Clinton Would’ve ‘Almost Certainly’ Become President If Not for Comey’s Letter

As America continues to observe from the fallout the 2016 election, FiveThirtyEight statistician Nate Silver has concluded that Hillary Clinton‘s camp was right about at least one thing: they probably would’ve won the election if not for James Comey‘s fateful announcement.

Among other arguments over the last month, Clinton loyalists have stated that the FBI Director crippled her momentum by announcing that he was re-opening his agency’s investigation into her email scandal. While the new investigation turned up relatively no changes to the case, it is possible that it helped give Donald Trump an opening to surprise many of the pollsters and win the election.
While Silver gave Clinton an 80% chance of victory months out from the election, his projections grew steadily more competitive over time until they eventually suggested Trump would win. Now that the dust has settled, Silver is stating that the combination of Comey and WikiLeaks caused Clinton to bleed support in the voting sectors she would’ve needed most in order to win.
