Due to Trump's mental illness he has no impulse control so when an idea hits him he demands his sycophants follow his orders. The most tragic example of this is Trump's child separation policy. Trump demanded that migrant children and parents be separated because he is sadistic and thought doing that would scare migrants from coming here. So his administration simply started kidnapping children without having places to put them or any system for identifying and tracking the children and parents so they could be reunited, And those tragic problems still exist.

And Trump's secret police force is another example. Trump demanded his own storm troopers because he wants to be a dictator and punish cities with Democratic mayors and states with Democratic governors. And so his sycophants, especially Bill Barr, grabbed a bunch of people including mercenary private contractors, put them in military uniforms with no identification, and put them on the streets of Portland to kidnap Americans off the streets and use violence against protesters hoping to start a riot.

The problem of course being Trump's storm troopers are not really anything American or allowed by US law so it backfired on Trump and his sycophants and even Republicans and the DOD were telling them they were really fucking up and putting secret police in military uniforms was just not acceptable. They just never thought of all that before they did it.

So now they have to back track and try another tactic.
