    Biden says the Trump White House won't give him COVID stockpile information. Here it is.


    WASHINGTON — President-elect Joe Biden blasted the Trump administration Wednesday for refusing to share information needed to help his incoming team battle the coronavirus pandemic, including data on supplies in the national stockpile.

    “We’ve been unable to get access to the kinds of things we need to know about the depths of the stockpiles,” he said during a roundtable with frontline health workers. “We know there’s not much at all.”

    A copy of those stockpile numbers — dated Nov. 16 — was provided to Yahoo News, which is publishing them. The numbers appear to show progress in some areas, such as in the stockpile of N95 respirators and ventilators, but also makes clear that earlier Trump administration promises to bolster the stockpile have fallen short.

    Strategic National Stockpile
    President Trump has frequently blamed the Obama administration for not leaving a sufficient supply of equipment in the National Strategic Stockpile, even falsely claiming the country was left with no ventilators.

    “The cupboard was bare,” Trump told ABC News in the spring. “The other administration, the last administration, left us nothing.”

    There were actually 16,600 ventilators in the stockpile when the pandemic started.

    Biden’s remarks on Wednesday, however, could also be seen as not totally accurate, though he was not specific about what areas he regarded as low. There are now, for example, almost 153,000 ventilators in the stockpile, according the report obtained by Yahoo News, or almost 10 times the amount at the beginning of the pandemic.

    The Biden campaign did not immediately respond to a request for comment.


    There are also now in the stockpile about 135 million N95 masks — an item that has been in short supply since the beginning of the pandemic. The Trump administration had previously promised there would be 300 million N95s in the stockpile by the fall.

    In September a spokesperson for U.S. Department of Health and Human Services, which manages the stockpile, told Yahoo News that it has contracts in place to produce a total of 800 million N95s by the end of 2021. “By the end of 2020, the SNS will hold 22 times more N95 respirators than pre-pandemic inventory levels,” the spokesperson said.

    In a statement Wednesday evening to Yahoo News, an HHS spokesperson defended the department’s efforts to increase the stockpile. “It is important to note that HHS is taking care not to disrupt the commercial supply chain that is providing critical and immediate needs for healthcare facilities, and replenishment is ongoing in order to provide additional supplies to the areas experiencing increased rates of infection,” the spokesperson wrote. “Supplies in the [Strategic National Stockpile] inventory are available for immediate deployment to areas where states cannot meet needs from their own stockpiles or are unable to secure sufficient product from the commercial market.”

    HHS referred questions about Biden’s comments to the General Services Administration, which is responsible for signing off on paperwork that provides incoming presidential administrations with resources designed to facilitate the transition. The head of GSA has so far declined to sign the necessary paperwork.

    Biden has also criticized the Trump administration for not sharing information on the COVID vaccines, which will need to be distributed next year.

    “Unless [information about the vaccines] is made available soon, we’re going to be behind by weeks or months being able to put together the whole initiative relating to the biggest promise we have with two drug companies coming along and finding 95 percent effectiveness, efficiency in the vaccines, which is enormous promise,” he said.

    “That’s the only slowdown right now we have.”

    Frontline Workers, Hospitals Overwhelmed With Virus Cases
    The number of people in the hospital with COVID-19 in the U.S. has doubled in the past month and set new records every day this week.

    Overwhelmed hospitals are converting chapels, cafeterias, waiting rooms, hallways, even a parking garage into patient treatment areas. Staff members are desperately calling around to other medical centers in search of open beds. Fatigue and frustration are setting in among front-line workers.

    Conditions inside the nation’s hospitals are deteriorating by the day as the coronavirus rages across the U.S. at an unrelenting pace and the confirmed death toll surpasses 250,000.

    “We are depressed, disheartened and tired to the bone,” said Alison Johnson, director of critical care at Johnson City Medical Center in Tennessee, adding that she drives to and from work some days in tears.

    The number of people in the hospital with COVID-19 in the U.S. has doubled in the past month and set new records every day this week. As of Tuesday, nearly 77,000 were hospitalized with the virus.

    Newly confirmed infections per day in the U.S. have exploded more than 80% over the past two weeks to the highest levels on record, with the daily count running at close to 160,000 on average. Cases are on the rise in all 50 states. Deaths are averaging more than 1,155 per day, the highest in months.

    The out-of-control surge is leading governors and mayors across the U.S. to grudgingly issue mask mandates, limit the size of private and public gatherings ahead of Thanksgiving, ban indoor restaurant dining, close gyms or restrict the hours and capacity of bars, stores and other businesses.

    New York City’s school system — the nation’s largest, with more than 1 million students — suspended in-person classes Wednesday amid a mounting infection rate, a painful setback in a corner of the country that suffered mightily in the spring but had seemingly beaten back the virus months ago.

    Texas is rushing thousands of additional medical staff to overworked hospitals as the number of hospitalized COVID-19 patients statewide accelerates toward 8,000 for the first time since a deadly summer outbreak.

    In the worsening rural Panhandle, roughly half of the admitted patients in Lubbock’s two main hospitals had COVID-19, and a dozen people with the virus were waiting in the emergency room for beds to open up Tuesday night, said Dr. Ron Cook, the Lubbock County health authority.

    “We’re in trouble,” Cook said.

    In the Texas border city of El Paso, overwhelmed morgues have begun paying jail inmates $2 an hour to help transport the bodies of virus victims. The crush of patients is forcing the city to send its non-COVID-19 cases to hospitals elsewhere in the state.

    More than 5,400 extra medical personnel have been deployed around Texas by the state alone, said Lara Anton, a spokeswoman for the Texas Department of State Health Services. And that doesn’t include the help surging into Texas from the military and volunteer organizations.

    “There are only so many medical personnel to go around,” said Dr. Mark McClellan, a former head of the Food and Drug Administration.

    Ballad Health system, which is located in the Appalachian mountains and includes the Tennessee hospital where Alison Johnson works, has warned that it and its workers are stretched so thin that without a change in course, its hospitals might have to turn patients away. Ballad reported having just 16 available ICU beds Wednesday and about 250 team members in isolation or quarantine. It is trying to recruit hundreds more nurses.

    In Idaho, doctors warned that hospitals have almost reached the point where they need to ration care, unable to treat everyone because there aren’t enough beds or staffers to go around.

    “Never in my career did I think we would even contemplate the idea of rationing care in the United States of America,” said Dr. Jim Souza, chief medical officer for St. Luke’s Health System.

    In Reno, Nevada, Renown Regional Medical Center began moving some coronavirus patients into its parking garage.

    Video of the converted garage before it opened to patients showed rows and rows of beds separated by moveable white screens set up on one level of the stark, cavernous garage, each section designated by letters and each bed space marked by a number on the ground. The garage unit currently houses 27 patients but at peak capacity will have enough beds to accommodate more than 1,400, said Dr. Paul Sierzenski, Renown’s chief medical officer for acute care.

    In Kansas, hospitals are converting spaces such as chapels and cafeterias for use by COVID-19 patients, said Cindy Samuelson, spokeswoman for the Kansas Hospital Association.

    Stormont Vail Health in Topeka, Kansas, devoted an entire hospital floor to COVID-19 patients as their numbers swelled, hitting 90 on Wednesday. The hospital also converted two surgery waiting rooms for use by non-infected patients, spokesman Matt Lara said.

    Kansas health chief Dr. Lee Norman said a system that he likened to air traffic control for coronavirus patients is being put in place so nurses from rural hospitals can make a single call to find a larger hospital that can take their sickest patients.

    In some cases, nurses and doctors in Kansas have been spending up to eight hours looking for a large hospital with an opening in cities as far away as Denver, Omaha or Kansas City.

    “The problem with this is, by the time you transfer these patients out they already are very ill at that point,” said Kansas nurse practitioner Perry Desbien.

    At the same time, patience is wearing thin over the lack of mask wearing that is contributing to the problem in rural areas.

    “It kind of feels like we’re just, you know, yelling into the abyss,” said Cheyanne Seematter, a registered nurse at Stormont Vail. “We keep telling everybody to stay home, wear a mask, that it is actually bad here.”

    Maryland health officials similarly set up a centralized clearinghouse with information on available ICU beds so that hospitals need only make a single phone call. State authorities also issued an emergency order prohibiting most hospital visitors until further notice.

    Face masks will officially be mandatory for everyone over the age of 13 in all indoor public spaces from December 1. Those who do not comply with this rule will be fined 95 euros, according to a ministerial regulation Ministers Hugo de Jonge of Public Health, Ferdinand Grapperhaus of Justice and Security, and Kasja Ollongren of Home Affairs submitted to parliament on Friday.

    The face mask must completely cover the nose and mouth and must be designed to prevent the spread of viruses. "It is therefore preferable to use masks that can be purchased at the drugstore or supermarket." A splash shield or face shield does not cover the nose and mouth completely and is therefore not an alternative to a face mask. The same goes for scarves and bandannas.

    The obligation applies to all public indoor spaces, including shops, museums, restaurants and theaters, though people can take off their mask if they are in their fixed seat. This means masks must be worn when you arrive at a restaurant or cinema, for example, but can be taken off at your table or in your seat. You have to put the mask back on if you get up for any reason.

    Face masks were already mandatory on public transport. From December 1 this will also apply at stations, airports, bus stops, and tram spots.

    In all types of education, except primary education, teachers, lecturers, students and other staff must wear a mask when moving through the school building. The mask can be removed during class when everyone has a fixed seat or standing place. Gym, singing, theater, dance and certain forms of practical education are excluded from the mask obligation.

    In contact businesses like hair salons, driving schools, and nail salons, both the professional and the client must wear a mask.

    People who cannot wear a mask due to a disability or illness are exempted from the face mask obligation. Though the police and enforcement officers can ask someone to demonstrate that this exemption applies to them. Buildings intended for the practice of religion, like churches, mosques, temples and synagogues, are also exempted from the obligation.

    Face masks are also not required during sports, acting, musical rehearsals or performances, and when giving interviews on radio and TV.

    Face masks are made mandatory through a ministerial regulation, legally substantiated by the coronavirus law. It will initially apply for three months, after which extension is possible. The regulation will be withdrawn as soon as it is no longer medially necessary.

    The Tweede Kamer, the lower house of Dutch parliament, has seven days to consider the regulation.
