But yes, Estrogen does in fact shrink the penis. Although technicaly speaking it shrinks so much it gets its own name...Clitoris.

The Clitoris is the same set of nerve endings that the Penis represents, however in a woman's early birth development the ovipositor doesn't develop into a penis, it develops into what we now know as the most incredible little nub in the universe.

Virtually the same amount of nerve endings are then packed into a spot 1/50th (educated guess) the size of a normal penis making the Clitoris obviously much more sensitive.

Back to the point at hand, I believe the poster is referring to geder reassignment. A male who takes Estrogen suppliments might very well notice significant shrinkage in their penis as the body becomes somewhat confused for lack of a medical term and decides that the ovipositor is no longer needed.
