It is partially due to the fact that 30 republicans voted against the bill. If there was a Republican majority in the senate, this bill would have eaten shit.

So, a woman gets a job, and allegedly gets gang raped by her co-workers. Where are the criminal charges? This bill was about bypassing arbitration for employment harassment/discrimination charges. And in the meantime, no case has actually been brought yet; just an attempt to get it moved to a court instead of arbitration, on an assumption that an arbitrator would not be fair.
Where was everyone's objection to arbitration before this happened?
This is like if someone mugged you, took your credit cards and IDs and purchased thousands and thousands of dollars worth of items, but instead of filing a criminal case against them for assault, robbery and identity theft, you go to the legislature to get them to pass a law making it easier for the DMV to take the criminal's driver's license away if he used a car in the commission of a crime.
Sure it sounds nice to stand on your soap box and complain about all those horrible, evil republicans, but that pretty much seems to be the only real point to this bill. No one has shown that this bill actually gives this woman any greater chance of getting 'justice' whatsoever.
