Actually, puberty begings around 11-12 for most girls, and around 12-13 for most boys. All that means is that sexually oriented hormones begin to filter into the body. Most girls can't safely carry a baby to term until around the age of sixteen, when their bodies have reached a point where there is no longer so much growth stress, and their hips and breasts have developed to support such a burden. There's still going to be a high risk to the infant at this point, but many would be born safe. Guess what? Average age of consent in the US is around 16-17.

Actually, the age of 18 restriction only applies to pornography and any material that could be considered pornographic in nature. The reasons for this are twofold. First, 18 is the highest age of consent within the US, outside of so called Romeo and Juliet clauses. Second, it is considered the point at which an individual is legally considered an adult capable of entering into a binding contract, thus the pornographer is not guilty of exploiting a minor.

That, and if you think we live in a dictatorship I suggest a quick trip to North Korea. Might give you a taste of what a real dictatorship looks like.

Face it, the laws are the laws, and most of them make sense if you have three brain cells capable of rattling against each other in that waste of space you call a head.
