That all started in the 70's. My parents worked in state hospitals in NY and my mother was a senior steno for a chief of staff. There were an influx of Dr's (psychiatrists) They started releaseing the patients (saying they were cured)that have been there for 50 years and telling them to come back on what ever day to get their meds. That was the start of this.

So instead of them being in a controlled institution they were roaming around and that is also part of the homeless problem.

So again I say lets find out where it failed. Your point is part of it.

The bigger question is WHY did the school not notify the authorities about this nut?? And why if the parents recieved a letter stating he would not be allowed back into school unless he has been examined why they did not seek help for him??

At this point I blame the school and parents, and if the Sheriff knew of this then he is also to blame.

I agree totally. Who ever was involved (that knew of this nut) should be in jail.

Maybe that is why the parents only put out a 2 line statement and refuse to be interviewed. Someone may ask the right question.
