You're misreading. He advocates genetic motivation, yet says so consistently that he regards it as a truly abhorrent crime that it's quite clear he considers that man, as a civilized species, should be more than able to control any biologiacl urges which may take his fancy.

In fact, the idea that rape happens because man cannot control his baser instincts is common to both theories. One says he cannot control his anger and lust for power; the other says he cannot control his lust for women. We argue the first to be reprehensible because we expect mankind to behave better than animals, and yet you seem to think Distant Lover is making apologies for the man who cannot control his carnal desires.

Nowhere has he made any attempt at such a thing.
