I'm in agreement with dr love and teddies. No system is perfect. People cannot be forced into sterilisation. Circumstances can change. The way the system in the Uk works, though, almost encourages out of work people to have children that the tax payer pays for. There is nothing to discourage this. The majority of people are against this, yet nothing changes. Taking benefits away will only lead to an increase in crime. Basically, there is no answer.
