1. That has nothing to do with your foreskin. It depends on the muscle that controls blood flow to the phallus. Oddly enough, it relaxes to allow blood in, making you hard, and tightens to cut off blood flow, letting you get soft. The stronger it is, the smaller it will be when soft and the harder it will be when hard. If weak, you will stay longer when soft, but not grow much when aroused.
