I think the whole thing should be legal. Making it illegal doesn't eliminate prostitution, but it does make the women who find themselves in that situation more vulnerable. Legalize this, and they can organize themselves into brothels and bordellos, eliminate the pimps, rely on police for protection, the state can tax, regulate and test the workers, and even test the clients with reasonably expectation for their privacy.
