in terrabone parish louisianna it is illegal
in cocoa florida it is illegal

all are first offense fine-able and fines are progressive
some say that it is a race issue or a selective issue of racial profiling but in the end it is intended to curb people from walking around in public showing off their underwear or more that was viewed as indecent even before the new laws

although i do remember while in new york they changed a law that allowed women to go topless in the summer because of the heat

in the 1950s in california inmates were issued belts because the issued uniforms were not always properly sized for each person and the gays or the male prostitutes would loosen their belts to show their boxers which showed that they were willing
in the 1960s across the nation belts were removed and restricted as a privilege because people were using them as weapons
it wasnt until the 1970s and early 80s that many started using belts to kill themselves and the belts were remove on a national level
hence the current fashion "trend"
it did not start with the black inmates, it was in fact whites that made up the bulk of the prison system at that time and over the early 80s the blacks became more common
the "trend" was carried from the system to the streets by ex-cons and eventually was picked up by kids that saw the sag and emulated it


as far as the backwards hat the best i know of is that it was an emulation of a long standing tradition in baseball for the umpire and catcher to wear their hats that way because of the wire masks they use to protect their faces
