No, IMO, but people look differently as individuals, and assuming all people of a certain ethnicity look the same then that IS racist. Unless a woman said she had met every single black guy on the planet and didn't find any of them sexually attractive, she was instead just assuming she wouldn't like any of them because of her experience, then yes, she is being racist.

1. She is a close family member.
2. She is the daughter of the boss (learned that one that hard way).
