Yes but it goes a little further than that. Many of the people involved with Trump's campaign have direct ties to Putin and Russia. Trump bragged about knowing Putin and then turned around and tried to deny it. And at least two of Trump's kids met with Russians during the campaign. So Trump and his campaign actually have more ties to Putin/Russia than most Russian citizens do.
