    ‘We’re keen to sit down at the table’: Canadians officials ready for NAFTA talks with U.S.
    OTTAWA — The Trump administration is likely to quickly trigger the process that will lead to renegotiation of the North American Free Trade Agreement, now that a new U.S. trade representative has been confirmed, say two Trudeau cabinet ministers heading Canada’s side of the talks.

    International Trade Minister Francois-Philippe Champagne said he’ll likely get his first opportunity to meet face-to-face with Robert Lighthizer when the two attend an APEC minister’s summit this week. The U.S. Senate approved Lighthizer as President Donald Trump’s trade czar on Thursday.

    Soon after, Trump said it was his intention to quickly file a 90-day notice with Congress to kickstart the NAFTA talks with Canada and Mexico, a requirement under U.S. law.

    Canada maintains a solid footing for the negotiations, whenever they begin, Champagne told Global TV’s West Block. “We are ready, we are prepared, and we’re going to see what they put on the table,” he said. “But we’re going to be firm in our position as to protecting Canadian workers and protecting Canadian interests.”

    Foreign Affairs Minister Chrystia Freeland said she also expected to meet with Lighthizer soon, and that the pre-negotiation process would likely start “very soon.” With Lighthizer’s confirmation, “I think that the process ought to now get moving,” Freeland told CTV’s Question Period. “And we’re enthusiastic about that,” she added.

    “We’re keen to sit down at the table with our American and Mexican partners and to modernize what has been a really great trade agreement for our continent.”

    The Trump administration has signalled that it wants significant changes in a range of sectors, including dairy, lumber, automobiles, pharmaceuticals and the NAFTA dispute-resolution system.

    Trump himself has said he expects “massive” changes, telling The Economist last week that “big isn’t a good enough word” to describe the negotiations.

    But whether there is time for a “massive” restructuring of the long-standing trade deal is being questioned by observers, who point out that Mexico has expressed a desire to get a new deal by early next year, before the Mexican election.

    In the meantime, both Freeland and Champagne said Canada will continue pressing Ottawa’s position in behind-the-scenes discussions with political actors in the U.S.; that NAFTA has been a boon for jobs in both countries.

    Camp fires fuel Victoria Day celebrations for most and here is a little good news (ish) about that ... as well as ATVing.

    Alberta lifts fire ban in parts of province because of cooler weather
    EDMONTON – A little over a week after issuing a province-wide fire ban and as a massive wildfire continues to burn near the Saskatchewan border, the Alberta government said Friday it was lifting the ban as well as off-highway vehicle restrictions in parts of the province.

    The province said cooler and wetter weather in southern and southwestern Alberta prompted the ban to be lifted in some areas.

    “The protection of Albertans and their communities from the threat of wildfire is our priority,” Oneil Carlier, minister of agriculture and forestry, said in a news release Friday evening. “Fortunately, the weather conditions in southern parts of Alberta have helped reduced the fire hazard. The fire hazard across the northern area of the province remains high to extreme, so the restrictions will remain in place. We ask all Albertans to please continue to exercise extreme caution with fires.”

    In the areas of the province where the fire ban remains in effect, all open fires are still prohibited and all fire permits remain suspended. Also, “incendiary targets” are still banned across the province for the entire fire season.

    The government said municipalities or national parks may still have fire bans, restrictions or advisories in place. Municipalities that originally fell under the province-wide ban can still opt to enact their own fire bans, restrictions or advisories.

    The series focuses on Canada's natural resources, technological and medical breakthroughs, and humanitarian efforts.

    Online threat against Sophie Grégoire Trudeau leads to arrest of Lethbridge woman
    Woman charged with uttering threats released under several conditions

    A Lethbridge, Alta., woman is facing charges after allegedly posting threats online against Sophie Grégoire Trudeau, wife of Prime Minister Justin Trudeau.

    The RCMP's Integrated National Security Enforcement Team based in Alberta — K-INSET — was alerted to the threats made against the Canadian government on May 11 and an arrest was made the next day.

    Lisa Seymour-Peters, 49, was charged with one count of uttering threats. She was released with several conditions, including that she not contact or come within 100 metres of Grégoire Trudeau or her immediate family, and not attend any political party gathering or function.

    She is scheduled to appear in court on June 8.

    Police wouldn't reveal the nature of the threat or which social media platform it was posted to.

    This isn't the first time police have made an arrest based on online threats against the Trudeau family.

    In February, 41-year-old Christopher Hayes of Grayson, Sask., was found guilty of uttering threats for two posts referring to the prime minister.

    ST. JOHN'S, N.L. -- In a clash of Canadian icons, a hungry Newfoundland moose destroyed a Maple Leaf tulip display planted to mark Canada 150 celebrations.

    The intruder left tell-tale hoof prints as it laid waste to hundreds of sprouting plants at the Memorial University of Newfoundland Botanical Garden in St. John's, N.L.

    "You can imagine what a botanical garden is to moose in spring," said horticulturalist Tim Walsh.

    "It's a giant salad bar. When they finally find these delicious, sweet tulip leaves after a winter of eating nothing but fir branches and tree bark, these tulips must have been a very sweet meal."

    Walsh said volunteers helped plant about 800 bulbs last fall that were to bloom as a white Maple Leaf against a red background. The donated tulips came from P.E.I.-based company Veseys Bulbs, which contributed to celebration gardens across Canada.

    But staff arrived at the botanical garden last week to find a mess of stalks chewed down to the soil.

    Photos posted to Facebook have spawned many quips about the munching moose that ruined Canada Day.

    Walsh said there's still a good chance the bulbs will sprout new plants that will flower next year -- if they can keep moose that live in surrounding forests from feasting on them.

    "As gardeners, you have to be resilient. You have to look at the bright side of things.

    "If you're going to have tulips in your garden and if you're going to lose them, what better Canadian way than to lose them to the moose?"

    Lethbridge mom fired while caring for son with cancer welcomes proposed law

    A Lethbridge, Alta. mother who was fired while caring for her son with cancer is applauding new provincial legislation designed to make sure other parents like her don’t lose their jobs during one of the toughest times of their lives.

    “I'm thrilled beyond relief,” Amanda Jensen told CTV Edmonton after learning about Bill 17, the Fair and Family-friendly Workplaces Act that was introduced Wednesday

    Last October, Jensen’s seven-year-old Jake was diagnosed with leukemia. She let her employer know she needed to be with her son for an extended time in Calgary where her son was being treated.

    She told CTV News Channel earlier this month that she was given all assurances that her request for compassionate care leave would be accepted and was sent the paperwork needed to apply for Employment Insurance.

    Her employer told her they were there to support her and would offer her whatever she needed, Jensen said, adding one of her bosses even came to visit her and her son in Calgary where they were staying.

    “A short three weeks later, I received an email from my employer saying that my position was being terminated and they were outsourcing it,” she says.

    Jensen was stunned but soon learned that her termination was in fact legal and that she didn’t qualify for the federal compassionate care leave program because she had not been with her employer for a full year.

    All that could change if the new bill introduced Wednesday is passed.

    The Fair and Family-friendly Workplaces Act – the first major overhaul of the province’s workplace rules in nearly 30 years – would bring maternity and compassionate leave up to federal standards and allow Albertans to take unpaid leave to look after themselves and loved ones.

    Parents caring for a critically ill child would receive 36 weeks of job protection. Victims of domestic violence, and those facing the criminal disappearance or death of a child would also be allowed leave.

    “Albertans should not have to choose between taking care of their family and keeping their job,” Alberta Labour Minister Christina Gray told reporters while announcing the legislation.

    Jensen, whose son is now recovering from his illness and doing well, says she is delighted with the proposed new rules.

    She says she hopes they mean that other parents like her won’t have to deal with the financial hit of losing a job and searching for new work while at the same time caring for a child who is critically ill.

    But the Wildrose Party is not as pleased with the proposed legislation, arguing it is too bulky.

    The bill includes changes to areas such as hours worked, overtime and vacation pay. And it would vastly change the procedure for workplaces to become unionized.

    While the Wildrose Party supports the changes to work leave, they argue the other aspects should be separated from the main bill.

    “Bill 17, to be clear, groups these common-sense ideas with major labour code changes that are still too premature to be passed,” party leader Brian Jean told reporters.

    If passed, the legislation would come into effect Jan. 1, 2018. But will do nothing to help Jensen, who is still looking for work while caring for three other children and contending with an on-going divorce.

    Though friends and family have set up a GoFundMe page to help her with the financial burden, Jensen says she’s glad that other parents could soon benefit from the new rules.

    “I was telling the kids it makes my heart smile to know that this is going to help somebody else,” she said.

    Dog dies after found beaten and buried in Quebec

    A dog that was found beaten, strangled, wrapped in a sheet and buried alive in a field east of Montreal has passed away, according to an SPCA Facebook post.

    The animal was found in a shallow grave by a pedestrian on Tuesday morning, in the community of Saint-Paul-d'Abbotsford, Que. The pedestrian heard the dog whimpering and spotted its paw sticking out of the dirt, the SPCA said.

    Police recovered the dog from the hole and took it to a veterinary hospital for treatment.

    The dog, which was a Boxer named Sugar Ray, had been in critical but stable condition Tuesday night, according to the Montegerie SPCA.

    Unfortunately, Sugar Ray passed away Wednesday afternoon.

    “Very sad news our beautiful Boxer whom we named Sugar Ray, who fought so hard to survive, has passed away this afternoon,” read the Facebook post. “He was surrounded by the people who loved and cared for him […] We are heartbroken as we know everyone will be.”

    The Montegerie SPCA added that the details of the dog’s death are not yet confirmed.

    The incident comes just four months after a pair of missing dogs were tortured, strangled, killed and dumped in Saint-Valerien-de-Milton, a community approximately 25 kilometres north of Saint-Paul-d'Abbotsford. The dogs had been reported missing by their owners in Saint-Cecile-de-Milton, which is at roughly the halfway point between Saint-Velerien-de-Milton and Saint-Paul-d'Abbotsford.

    Surete du Quebec are investigating Tuesday's case. They have not indicated whether they believe it's connected to the earlier dog deaths.

    Prime Minister Justin Trudeau gamely bantered about his sex appeal, his thoughts on Canada's relationship with the U.S., and how he'd like to see a woman lead the country as he appeared on Live with Kelly and Ryan on Monday.

    Trudeau was the first sitting Canadian prime minister to appear on the long-running American daytime TV show, which was visiting Niagara Falls, Ont., for two episodes.

    The conversation went from light and personal to political, with Trudeau telling co-hosts Kelly Ripa and Ryan Seacrest the relationship between Canada and the United States "is unbelievably deep."

    Ripa noted Trudeau was close with former U.S. president Barack Obama and asked how he would characterize his relationship with current President Donald Trump.

    "We have a good, constructive working relationship and that's the important part of it," said Trudeau. "There's a lot of things we agree on.

    "Today is World Environment Day, we don't agree on that, because I think there's a lot of good jobs in the environment that we're building for. But we both agree that the most important responsibility of a leader is to create good jobs for middle-class people across our countries and we're connected on that."

    Trudeau was in the hot seat as soon as he sat down and Ripa asked: "How does your wife feel about you being named the sexiest politician alive?"

    "My wife's the one who doesn't believe it. She's like, 'Really?' She knows what I look like when I get up in the morning," said Trudeau.

    I added this statement and it was not part of the article other than the quote. This statement was a tad erroneous as Kim Campbell was the first woman Prime Minister BUT in his defense she was not elected and only replaced an impeached former PM ... (non confidence vote)

    "Is it so different than this?" replied Ripa.

    "A little messier," quipped Trudeau.

    Sitting outdoors at the Oakes Garden Theatre, with the American and Horseshoe Falls as the backdrop and scores of audience members sitting on the grass in front of the stage, the three also chatted about Trudeau's childhood and his experiences having his father being Canada's prime minister.

    "Do you secretly want one of [your kids] to become the next prime minister?" asked Seacrest.

    "Definitely not," said Trudeau. He later added: "Although I will say, I have one daughter and there is something very special about imagining a woman prime minister. I think it's long overdue. I just don't think we have to wait that long. I think it should be sooner than that."

    They also briefly touched on the latest terror attack in London and security at home.

    "I've been going from tourist destination to tourist destination right here and I've never felt safer, so you're doing an outstanding job," Ripa told Trudeau.

    During a commercial break, Seacrest pulled out his phone for a selfie with Trudeau and Ripa. When he couldn't frame the group in the shot, Trudeau snatched the camera away and took the photo.

    Monday's Live with Kelly and Ryan also included an appearance from Orphan Black star Tatiana Maslany and American singer Erin Bowman.

    The episode kicked off with the hosts remarking on the unpredictable weather in the region and how they spent the weekend exploring the falls, with Seacrest on the water and Ripa at the casino.

    The second episode set in Niagara Falls, which will air Tuesday, features America's Got Talent judge Howie Mandel, Cars 3 star Nathan Fillion, and musical performers French Montana and Swae Lee. It was also shot on Monday.

    This is the show's third time airing from the falls after broadcasts in 1996 and 2006.

    Live with Kelly and Ryan airs on CTV in Canada and in national syndication in the U.S.

    Tories on Parliament Hill stood behind their new leader on Monday, with one MP blaming “sour grapes” for complaints about the voting process that led to his victory.

    OTTAWA—Conservatives are rallying around Andrew Scheer and the election that made him the new party leader, with one MP blaming “sour grapes” for internal complaints about the voting process.

    Conservative MPs on Monday were keen to sidestep questions whether there might have been problems with the leadership vote — and the potential acrimony it might seed in Scheer’s early days as leader — and instead deferred the issue to the party to address.

    “I expect that everything will be answered in time by the party and I know that as members of the caucus we’re behind the newly elected leader,” said Kelly Block, MP for the Saskatchewan riding of Carlton Trail – Eagle Creek.

    Scheer was elected leader of the Conservative party on May 27, an unexpected victory over front-runner Maxime Bernier.

    But media reports since then have highlighted a discrepancy between the total number of votes cast in the Conservative leadership race and the final voter ID list provided to the 13 leadership campaigns.

    In all, the party counted roughly 141,000 votes and determined that Scheer won a razor-thin majority of support ahead of Bernier. Unofficial lists provided to the campaigns however, listed approximately 133,000 voters, a large enough discrepancy to potentially alter the final outcome.

    The party blames the discrepancy on human error and problems updating the central database.

    Conservative insiders unhappy with the process say they aren’t looking for another vote, only the party’s assurance that it will investigate the concerns and ensure any problems are fixed for next time.

    Yet Marilyn Gladu, MP for Sarnia-Lambton and a Scheer supporter, blamed “sour grapes” among some of the losing leadership camps for the complaints.

    “All the losing teams all are having their say,” Gladu told reporters. “I’m sure that’s for the party to come and call them to account. It’s not helpful, obviously.”

    Conservative MP Diane Watts said that each leadership camp had scrutineers to oversee the ballot counts.

    Watts denied that the legitimacy of Scheer’s win was in question. “Not at all. I mean, you know, if there’s any questions to be answered, they’ll be answered,” she said.

    Meanwhile Scheer faced off against Prime Minister Justin Trudeau for the first time as Conservative leader in question period Monday, a polite encounter that was overshadowed by the continuing fallout of the London terror attack that left a Canadian woman dead.

    “I want to thank the prime minister for his statement and trust that all members stand in solidarity at this time,” Scheer said in the Commons, asking Trudeau for an update on the government’s response to the attack.

    Trudeau offered his condolences to the family and friends of Christine Archibald, the Canadian who was killed. And he noted that he spoke with U.K. Prime Minister Theresa May to state that Canada stands “in solidarity with the British people.”

    Christine Archibald, 30, was among seven who died in a van-and-knife attack on London Bridge and nearby restaurants on Saturday.

    She and her fiance, Tyler Ferguson, were enjoying a warm spring night when she was struck by a speeding van that plowed into people strolling on the bridge. Ferguson’s sister, Cassie Ferguson Rowe, said in a Facebook message that Archibald died in her fiance’s arms.

    Archibald’s family, who live in Castlegar, B.C., released a statement Sunday through the Canadian government asking people to honour her memory.

    “She had room in her heart for everyone and believed strongly that every person was to be valued and respected,” the statement said.

    Archibald was working at a shelter before she moved to Europe to be with Ferguson.

    Former colleagues at Alpha House, a Calgary not-for-profit that helps people facing addiction, are remembering her as a talented social worker and exceptional human being, said executive director Kathy Christiansen.

    “Chrissy was a bright light to many, and her generosity, kind spirit and huge heart for her work in responding to issues of addictions and homelessness at the centre inspired us all.”

    On Twitter, people using the hashtag #Chrissysentme said they were inspired by Archibald to help others.

    “In darkness we have a choice, to make the world a better place or let hate win,” said one tweet. “Chrissy Archibald’s family chose the former.”

    Some pledged to make donations to shelters, soup kitchens and other community groups.

    “We have made a donation to our community food bank in honour of Christine Archibald,” said one tweet. “I don’t know what else to say except: #Chrissysentme.”

    “It felt like something that I wanted to do and then also let people know how easy it is, that they could donate and honour Chrissy’s memory,” he said.

    Archibald had a great deal of empathy for people in tough situations, said Peter Choate, an assistant professor of social work at Mount Royal University, where she studied.

    “She exemplified what matters to us in social work, and that’s the capacity to see the challenging circumstances that someone finds themselves in and be prepared to work with them to cope as best they can with life’s circumstances,” he said.

    Diana Krecsy, CEO of the Calgary Homeless Foundation, said the message from Archibald’s grieving family was powerful and she hopes it fosters understanding around homelessness and inspires people to help.

    “I’m overwhelmed by a family that could step up and be so courageous and make something good out of something so tragic,” she said.

    Krecsy didn’t know Archibald personally, but she knows what it takes to be a front-line worker for the city’s most vulnerable population.

    “You have to have a big heart, a lot of courage, a lot of compassion to put your time and efforts into working in this sector,” she said.

    “These are vulnerable people and you fight every day to make sure people see them, make sure they get the care they need, make sure they get access to the services they need.”

    Two GoFundMe campaigns have been set up in Archibald’s memory: one by a close friend of her fiance raising funds for the United Way and Alpha House, plus another by London’s We Care food bank.

    Premier Rachel Notley said the London attack hit Alberta especially hard because Archibald was known and loved by so many in the province.

    “She could have been any one of us and her tragic death has left our province shaken,” she said in a release Monday.

    “Albertans stand united with our friends in London and with everyone across the world who believes in the importance of free, open and caring societies.”

    The Justin Trudeau-Barack Obama bromance is alive and strong in 2017, as the prime minister and former president rekindled their friendship during a dinner date in Montreal.

    Prime Minister Trudeau met with Obama for dinner at Liverpool House in St-Henri on Tuesday, following the former U.S. president's speech sponsored by the Montreal Chamber of Commerce.

    The Obama Foundation says the two were discussing their "shared commitment to developing the next generation of leaders."

    The pair reportedly supped on a Quebecois feast of rib steak, lobster spaghetti, Kamouraska halibut with morels, oysters, crab and asparagus.

    Trudeau and the Obama Foundation each shared photos of the dinner on Tuesday, sparking fond memories of their last friendly encounter, when Obama was president and Trudeau was in the U.S. for a state visit in March 2016.

    The dinner photos also sparked many complaints about the current U.S. president, Donald Trump, who has been decidedly more challenging to deal with for the PM.

    One Twitter user suggested Trump’s presence loomed over the get-together, as a photo of a train wreck on the wall.

    Trump has pulled out of the Paris climate accord, imposed hefty tariffs on softwood lumber from Canada, and announced his intention to renegotiate the North American Free Trade Agreement, among other things.

    Obama appeared to criticize Trump without naming him earlier Tuesday, in his speech to the Montreal Board of Trade. He condemned online "tribalism," and lamented a "temporary absence of American leadership" in the fight against climate change. He also congratulated Canada for supporting immigration and celebrating diversity.

    Alberta Liberals elect David Khan as new leader

    The newly elected leader of the Alberta Liberals says he will focus on “rebuilding” and “re-energizing” the party.

    Calgary lawyer David Khan won the leadership Sunday evening with 54.8 per cent of the vote, defeating his sole opponent, Kerry Cundal. There were 1,671 total votes and 10 abstentions.

    “It’s been a whirlwind, it’s been a really busy past two months, but I’m so excited about the energy in this room,” Khan told a room of supporters at Hotel Arts.

    “There are so many Liberals, old and new, that are part of our party now and I’m really excited about moving liberalism forward in Alberta.”

    Khan served as the Alberta Liberals’ executive vice-president before entering the race. He ran as a candidate in Calgary-Buffalo in the 2015 provincial election and as a byelection candidate in Calgary-West in 2014.

    His immediate focus is to unite liberals in Alberta and become “a real force in the next provincial election.”

    “Make no mistake, it is not Liberal ideas, it is not Liberal values and it’s not even the Liberal name that has held our party back. We need to stay true to ourselves and who we are and what we stand for,” he said.

    “There’s new people, there’s new energy, and we need a new vision and need to move this province forward for the benefit of all.”

    The only Liberal to be elected in the 2015 general election was Calgary-Mountain View MLA David Swann. Khan hopes to dramatically improve on that result.

    “That was a change election, that was an anomaly. That’s not the support that we have going forward,” he said.

    Khan said organizing, fundraising and electing more Liberals are the most crucial areas that need improvement.

    Financial reports for the first quarter posted on the Elections Alberta website in April showed the Alberta Liberals and its constituency associations raised $47,959 for the period. For comparison, the governing NDP took in $373,060.

    “History isn’t why we are here today,” Khan said. “We are here for the future, and it looks promising for Liberals and all Albertans.”

    Woman sexually assaulted in Edmonton after road stop by fake peace officer
    A female driver police described as "very brave" was pulled over early Sunday by someone posing as a peace officer, and then forcibly confined and sexually assaulted in an ordeal that lasted for an hour.

    Using her cellphone, the woman secretly shot video of her attacker, footage that has now been shared by police.

    The woman was driving home on Anthony Henday Drive near 127th Street about 1:30 a.m. when she was directed to pull over by a vehicle with flashing lights.

    A man wearing a uniform got out of a white Nissan Rogue, walked up and asked the woman to come back to his vehicle.

    "He approached the vehicle in the same way we would approach a vehicle," acting Staff Sgt. Barry Fairhurst said at a news conference Wednesday. "He identified himself as a peace officer, and asked her to exit the vehicle."

    The woman complied, police said, because she assumed the man was a peace officer.

    The man threatened the woman, implying that he wouldn't charge her if she performed sexual acts on him. The woman was then driven to the area of Borden Park, more than 15 kilometres away, where she was sexually assaulted. The man then drove the victim to her residence, police said.

    "When she was being driven home afterwards, she was able to pull her phone out and take some discreet photos," Fairhurst said. "It was approximately an hour duration of time from the vehicle stop to when the female was dropped off at home."

    The attacker was thought to have been driving a white Nissan Rogue between the model years 2007 to 2013. He is described as Caucasian, 25 to 30 years old, with a thin build and short brown hair. He was wearing what appeared to be a navy blue peace officer's uniform.

    Police are asking for the public's assistance in locating the man.

    The police investigation has progressed since the victim made her report on Monday, Fairhurst said.

    "We've already received quite a few tips as to who this possibly could be."

    'It's rare, but we do hear about it'
    Fairhurst said police don't think the attacker was targeting anyone but was simply looking for a woman alone in a vehicle.

    "I think she's very brave," he said of the victim. "And I think part of her reasoning coming forward is she didn't want any other females becoming victims on the road."

    Drivers who are pulled over and are unsure about whether they've been stopped by a legitimate police officer should lock their doors and call 911, he said. Operators on the line can quickly confirm whether police are involved.

    Instances of people impersonating police or peace officers are rare in Canada, with only one or two cases a year, an expert in policing issues said.

    "It's a scary idea," said Michael Kempa, an associate professor of criminology at the University of Ottawa.

    "It's featured in a lot of Hollywood films … where someone you're meant to trust, a police officer, turns out to be not what they were showing themselves to be.

    "It's scary, so we notice it, it does happen. The public should be aware, and pay attention to the warning signs."

    Impersonating a police officer is an offence that can carry up to a five-year prison term, depending on the severity, he added.

    It's not hard to purchase an outfit and alter it to look like a police uniform, Kempa said, but actual police officers carry identification — usually a badge and a picture identity card from the police organization they work for.

    Fairhurst said the attacker's uniform was not familiar to local police.

    "I don't think it's similar to an Edmonton city police officer's uniform," he said. "We're actually looking for the public's assistance in identifying the exact unit that crest would be associated to."

    Members of the public have the right to ask to see a police officer's identification, Kempa said.

    "If ... they really don't want to show you their badge or their identification, you should call 911," he said. "It's not tying up the lines and they can verify for you very quickly whether or not that's an actual police officer."
