Yes, there are places in the world where it is "not illegal" (that does not mean legal however), those places you can look up easily enough yourself. However, there are two very serious points to consider.

The first being, why? Though it may not be illegal, there is nothing stating that it is no longer considered a psychological aberration which could lead to forced long term evaluation. In the end however just like the old adage of "suck one cock and you're always a cocksucker," now and forever more, by everyone, you are the chicken fucker.
