There are many safe ways you can experiment with such as products like Grow Bust or Natural Curves and start eating much more soy products or including going totally vegan which shows in studies a natural reduction in testosterone (meats have natural test raising potential.) Well, boobs are nothing more then fatty tisue, so your putty much screwed if you don't want to gain weight. I have Hurd of some pills but I don't know for sure. Other then that have a baby and Brest feed. This increases Brest size by a full cup. Oh and don't ware right fitting Clothes or sports bras. They limit the growth of Brest tissue.

 

Other than piling on the pounds I cant see there is anyway you are going to get bigger looking breasts with your cloths off. There isnt a magic pill which will turn your male pecs into porn star female tits Sorry

With cloths on there is always padding, bras etc but Im guessing that is not what you are after.

I don't know if you've tried it but I've heard "Water-bra's" can do wonders for giving a girl a bust who doesn't have one. I wouldn't expect miracles like suddenly getting a D-cup over night but a decent A-cup may be more likely... depending on how much body fat you have.

As far as chemically? Years ago I read about how babies were developing FEMALE sexual traits early and some baby girls were already starting their periods around their first birthday (and even some boys were seeing a reduction in penis/testical size) - because their mother's milk was laced with hormones from their mother's habit of eating a LOT of chicken. Conversely, babies of mothers who ate a lot of beef Maybe a change in diet may be in order?
