Well it depends on how common men have these and what type of woman your with. If you read that article link it said it can be corrected with minor surgery. If you have any problems with it go see a doctor for professional advice. If its painful or bothersom during masurbation or intercourse I would definantly go see a doctor about it.

Every man's penis is different. Every male and female has their own opinion about the way sex organs should or shouldn't look like. The point is, you must like the way you look. If yer happy yer happy, if yer not yer not. Fix it till your happy.

I have never found a man with a minor differance from the norm unattractive at all. Every mans tool is as differant as every man is himself.

I believe a woman would notice. I don't think it would be a turn off for most women, but none of us knows what all women would/would not find attractive.
