    LEXINGTON — Firearm use, especially concealed carry use, is becoming a growing trend in Nebraska.

    According to "Firearms in Nebraska," a March 2016 Legislative Research Office report for the Nebraska Legislature, the total active conceal carry permits in the state grew from more than 12,500 in 2012 to more than 37,500 in 2015.

    As noted in the report, until 2006, concealed carry was illegal under most circumstances. That year, the Legislature passed LB 454, the Concealed Handgun Permit Act 19, which provides the framework for legally carrying concealed handguns.


    The act was 10 years in the making. A measure to allow concealed carry was first introduced in 1996 and reintroduced continually in the Legislature until it passed. Under the act, concealed means "the handgun is totally hidden from view. If any part of the handgun is capable of being seen, it is not a concealed handgun."

    To obtain a concealed carry permit, the applicant must meet a long list of criteria, which includes being at least 21 years old, having no felonies on one’s criminal record, having eyesight sufficient to pass a Class O operator’s license and providing proof of firearm training.

    Some places, by law, allow no one, other than law enforcement, to carry any sort of weapon, even those with a concealed carry permit. These places, known as gun free zones, include: schools, police stations, county/federal buildings, hospitals and financial institutions, among others.

    Brad Jensen, a certified National Rifle Association instructor who teaches concealed carry classes at the Jeffrey Shooting Range located southwest of Lexington, said participating in his classes has been up and down.

    "Since the election (of Trump), my class attendance for concealed carry has been down. I don’t know if that can be attributed to the economy or the election. I don’t feel a different atmosphere in the class," Jensen said.



    Jensen said his largest class, by attendance, of 15 students or more, was held in December 2017. The larger class size could be attributed to a group of people getting together to take the class, the recent church shooting in Texas or some other reason, he said.



    Lonnie Meyer, a member of the board of directors of the 1000Plus LLC Shooting Club, which operates from the Jeffrey Memorial Range, said obtaining a concealed carry permit has given him greater peace of mind.



    "I do believe firearms training is extremely beneficial, whether a person chooses to carry concealed or not. It’s not the permit that makes me feel safe, it’s the training and knowledge of the gun I carry," Meyer said.



    Justin Kyle of Overton got his concealed carry permit in April 2014. He said there is a big responsibility for those that can conceal carry to know what places, such as schools and churches, are restricted places for those with a concealed carry permit.



    Kyle said it was a sign of the times that places traditionally deemed safe, like churches, were no longer a place of guaranteed safety.



    "You expect a house of God to be a place of common ground. You don’t feel a need to carry there, it should feel safe. In certain situations, like the church in Texas, people weren’t safe," Kyle said.



    The fact that the number of concealed carry permits was growing in the state did not surprise Kyle, who said he read that the state of Florida reached the one million concealed carry permits milestone about three years ago.



    "I think people feel safer," Kyle said about the possible reason some who never had a concealed carry permit are applying to get one.



    Being someone who was raised around firearms when he was young, Kyle said he decided to pass on this tradition to his children. Three years ago, he got his children involved in hunting and learning about firearms, he said.



    He said he sees firearms as tools and that "unless you have a purpose, if you touch it you are busting trouble."



    It is beneficial to children to learn at young age how to properly use, store and be around firearms so they know what is right and wrong about firearm use, Kyle said.



    "We like to hunt, compete (in shooting events) and be respectful of firearms," Kyle said.

    It will be interesting to see the effect this has on the crime rate.

    Several years ago I read that in my city two young black men bumped into each other accidentally. Each demanded an apology from the other. Neither got an apology. Both drew their guns. One was killed.

    I am in favor of race profiling. Right now if the police stop and frisk a black ghetto thug and find that he has a hand gun they can arrest him. If no one needs a permit, he goes free and robs a liqueur store an hour later.

    Jan Morgan, a long-time Conservative commentator, owns a gun range. And last year declared her business a “Muslim Free Zone” citing safety as her biggest concern.

    “I refuse to train the next Islamic (sic) terrorist,” which was on her site, saying that “countless others” have contacted her private, expressing their support for her decision. She owns the Gun Cave Indoor Firing Range and will face Asa Hutchinson in the Republican primary.

    “Are Muslims invited?” asked a commenter on Facebook.

    Morgan’s official page responded: “This is a public event not a private business that has to adhere to federal law. Therefore like any citizen are free (sic) to attend.”

    Of course, some folks weren’t happy about that whatsoever: “It’s unfortunately similar to what we’ve historically seen with public business accommodations in the South during the 1960s that literally advertised black people weren’t allowed,” Jenifer Wicks, litigation director for the Council on American-Islamic Relations, told the Guardian. “She seems to have turned that on its face.”

    Since her article, gun ranges and stores in six states have followed her lead.



    Morgan wrote that the “Second Amendment is my line in the sand,” adding the Greek phrase, Molon Labe or “come and take them.” Morgan calls herself “genetically conservative” and has said, “I ride my own Harley.”

    “My American Dream is to wake up one day to discover I no longer have to fight. My dream is a victorious end to the constant attacks on our Constitution and Bill of Rights by our own citizens and an out-of-control government,” Morgan writes on the site.

    “I have devoted my time and energy to fighting the persistent attacks on the Second Amendment because, without it, we have no means to defend the remaining Bill of Rights,” Morgan says on her site.

    Jan Morgan announced her campaign for governor of Arkansas on New Year’s Eve. “A new year and the dawn of a new day for Arkansas,” she said.

    A Democrat-backed study meant to expose illicit online gun sales instead seemed to show the opposite -- with hardly any sellers taking the bait when undercover investigators tried to set up dozens of illegal firearm transactions.

    Rep. Elijah Cummings, D-Md., as well as Sens. Elizabeth Warren, D-Mass., and Brian Schatz, D-Hawaii, had commissioned the Government Accountability Office report to look into how online private dealers might be selling guns to people not allowed to have them.

    Their efforts were based on a 2016 report from the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), which claimed that “anonymity of the internet makes it an ideal means for prohibited individuals to obtain illegal firearms.”

    “Congressional requesters asked that GAO access the extent to which ATF is enforcing existing laws and investigate whether online private sellers sell firearms to people who are not allowed or eligible to possess a firearm,” the GAO report said.

    Over the course of the two-and-a-half year investigation, agents tried to buy firearms illegally on the “Surface Web” and the “Dark Web,” generally by sharing their status as “prohibited individuals” or trying to buy across state lines.

    But the GAO revealed that their 72 attempts outside of the dark web were all “unsuccessful.”

    “Private sellers on Surface Web gun forums and in classified ads were unwilling to sell a firearm to our agents that self-identified as being prohibited from possessing a firearm,” the GAO reported, noting that in their “72 attempts ... 56 sellers refused to complete a transaction once we revealed that either the shipping address was across state lines or that we were prohibited by law from owning firearms.” In the other cases, the investigators' website was frozen or they encountered suspected scammers.

    On the dark web, GAO agents successfully purchased two guns illegally, as the serial numbers on the weapons were “obliterated” and “shipped across state lines.” But in the attempt to purchase, the GAO agents “did not disclose any information indicating they were prohibited from possessing a firearm.”

    Based on the findings of the study, the GAO said it is “not making recommendations in this report.”

    Cummings, Warren and Schatz did not immediately respond to Fox News’ request for comment on the GAO’s findings.

    The National Rifle Association seized on the report to claim that online sales are in fact regulated, calling the study an "embarrassment" for the gun control lobby.

    “GAO’s findings showed nothing so much as that private sellers advertising online are knowledgeable about the law, conscientious, and self-policing,” The National Rifle Association said, adding that online gun sales are “subject to the same federal laws that apply to any other commercial or private gun sales.”

    The NRA described the study as an attempt to model the findings of former New York City Mayor Michael Bloomberg’s 2015 report, titled “Point, Click, Fire: An investigation of illegal online gun sales,” which found that 62 percent of private sellers were willing to proceed with a sale, even if the prospective purchaser could not pass a background check.

    The relationship between gun control laws and crime is less obvious than partisans on either side of the dispute admit.

    Everyone is in favor of a lower crime rate, including the National Rifle Association. Even criminals would rather not have their stolen goods stolen from them.

    The best predictor of crime in a city or a country is the racial composition of that city or country. If there are lots of Negroes and/or Hispanics there will be lots of crimes. If nearly everyone is white and/or Oriental there will be few crimes.

    What determines a person's attitude toward gun control is that person's attitudes toward guns. In the United States millions of men derive a feeling of masculinity from gun ownership. Millions of other men and millions of women think that is pretty disgusting.

    Once I thought about buying a hand gun because I had reason to believe that a convicted killer was stalking me. He was Hispanic, so I began to patronize a Hispanic bar to see if he would show up. He never did show up. I never bought a hand gun. I made a few friends. The bar tenders were pretty.

    I would never shoot a deer, but I like venison.
