Recently came across a photo sharing site on line. Was shocked to see it contained pictures of fully clothed children in shorts etc in inoccent snaps on a beach etc. probably taken on holiday etc by parents. some were clearly from child model agency sites. Whilst the images themselves were completly inoccent the comments were not. Most were sexual comments towards/regarding the child in the image by visitors of the site. How can this be allowed these childrens photos are being sexualised.

They exit because they "can". The world is much bigger than the United States. If someone hosts content in a country where the laws allow it, as pervy and disturbing as it might be, there's not a whole lot that can be done.

Depends on where the server is hosted and what the laws are in the country that hosts the server. There are plenty of websites hosted in what are known as "bulletproof" countries because the US has no reciprocal jurisdiction in them and/or they don't have obscenity laws on the books.

What about it. In the United States, speech is protected even if it is vulgar. The only time it's not is when it incites violence or causes chaos (such as yelling fire in a crowded movie theater when there is none). Even if the comments were illegal, for most civilized countries you'd have to show intent. On top of that, you'd have to prove who wrote it. An IP address isn't always evidence.

 

Plus most of the world is not policed or monitored.
They have no protection from perverts other than family members and who know they might be the pervs.

There is nothing wrong or improper with the images, it is the perverts making the statements and that is not against the law.

Distasteful but not illegal and nothing compared to the real issue of underage sex trafficking.
