Bush wasn't blamed for the storm but for his slow
Response.

Responsibility for the design and construction of the N. Orleans levee system belongs to the United States Army Corps of Engineers;. the responsibility of maintenance belongs to the local levee boards. The Corps hands components of the system over to the local levee boards upon completion. When Katrina struck in 2005, the project was between 60–90% complete. Four major investigations were conducted by civil engineers and other experts in an attempt to identify the underlying reasons for the failure of the federal flood protection system. All concur that the primary cause of the flooding was inadequate design and construction by the Corps of Engineers.

Rains from Florence cause collapse at NC coal ash landfill

Duke Energy said Saturday night that heavy rains from Florence caused a slope to collapse at a coal-ash landfill at a closed power station near the North Carolina coast.

Duke spokeswoman Paige Sheehan said about 2,000 cubic yards (1,530 cubic meters) of ash were displaced at the L. V. Sutton Power Station outside Wilmington and that contaminated runoff likely flowed into the plant's cooling pond. The company has not yet determined whether the weir that drains the lake was open or if contamination may have flowed into the Cape Fear River. That's enough ash to roughly fill 180 dump trucks.

Florence slammed into the North Carolina coast as a large hurricane Friday, dumping nearly three feet (1 meter) of rain and swelling the region's rivers. The resulting flooding forced swift-water rescues and left several people dead.

Sheehan said the company had reported the incident to state and federal regulators "out of an abundance of caution."

The coal-fired Sutton plant was retired in 2013 and the company has been excavating millions of tons of ash from old waste pits and removing it to safer lined landfills constructed on the property. The gray ash left behind when coal is burned contains toxic heavy metals, including arsenic, lead and mercury.

Duke has been under intense scrutiny for the handling of its coal ash since a drainage pipe collapsed under a waste pit at an old plant in Eden in 2014, triggering a massive spill that coated 70 miles (110 kilometers) of the Dan River in gray sludge.

In a subsequent settlement with federal regulators, Duke agreed to plead guilty to nine Clean Water Act violations and pay $102 million in fines and restitution for illegally discharging pollution from coal-ash dumps at five North Carolina power plants. The company is in the process of closing all of its coal ash dumps by 2029.

Spokeswoman Megan S. Thorpe at the state's Department of Environmental Quality said state regulators will conduct a thorough inspection of the site as soon as safely possible.

"DEQ has been closely monitoring all coal ash impoundments that could be vulnerable in this record breaking rain event," Thorpe said. She added that the department, after assessing the damage, will "hold the utility accountable for implementing the solution that ensures the protection of public health and the environment."

There are at least two other coal-fired Duke plants in North Carolina that are likely to affected by the storm.

The H.F. Lee Power Station near Goldsboro has three inactive ash basins that flooded during Hurricane Matthew in 2016, exposing a small amount of coal ash that may have flowed into the nearby Neuse River. The old waste pits are capped with soil and vegetation intended to help prevent erosion of the toxic ash beneath.

The Neuse is expected to crest at more than nine feet (3 meters) above flood stage Monday and Sheehan said the company expects the same ash basins are likely to be inundated again.

At the W. H. Weatherspoon Power Station near Lumberton, Sheehan said it had already rained more than 30 inches (75 centimeters) by Saturday evening, causing a nearby swamp to overflow into the plants cooling pond. The Lumber River is expected to crest at more than 11 feet (3.3 meters) above flood stage Sunday, which would put the floodwaters near the top of the earthen dike containing the plant's coal ash dump.

Environmentalists have been warning for decades that Duke's coal ash ponds were vulnerable to severe storms and pose a threat to drinking water supplies and public safety.

"Unfortunately, Duke Energy has spent years lobbying and litigating and still has not removed the coal ash from its dangerous riverfront pits in the coastal area, some of which are in the floodplain," said Frank Holleman, a senior attorney at the Southern Environmental Law Center who has battled the company in court. "When a hurricane like Florence hits, we have to hope and pray that our communities do not suffer the consequences of years of irresponsible coal ash practices by the coal ash utilities."

Killer Storm: Florence Tied to 15 Deaths, but Worst Yet to Come as Rivers Keep Rising
‘This storm’s like a house guest who doesn’t want to leave,’ North Carolina Gov. Roy Cooper said.

WILMINGTON, North Carolina — With streets under water, rivers threatening to burst their banks and the death toll rising, the storm called Florence continued its catastrophic crawl across the Carolinas for a third day.

“This storm’s like a house guest who doesn't want to leave,” North Carolina Gov. Roy Cooper said after taking an aerial survey of the region.

Cooper said it was clear that recovery from the storm was going to be a monumental task. But for the moment, much of the effort was focused on rescue with emergency workers and volunteers using boats and helicopters to take residents to safety.

Nick Cole and his son Brandon, part of the so-called Cajun Navy, a loose collection of about 50 volunteer rescuers, struggled with the heavy rain Sunday as they raced to save a family from rising floodwater.

They could barely see through the lashing downpour as they drove their white Toyota Tacoma down a washed-up road north of Wilmington.

A few minutes earlier, a mother and a father had arrived at Peace Baptist Church near Wrightsville Beach, begging for help. There was several feet of water in front of their mobile home and their three kids—ages 6 months to 9 years–were inside, along with grandparents and two dogs.

When the Coles heard kids were in danger they rushed to the mobile home–which was on high ground and looked like an island in the sea–and waded through waist-deep water. Using garbage bags for ponchos, they grabbed the children and took them to their waiting truck.

Brandon Bell said he had spent the night ferrying cats and dogs out of the Ogden area.

“The majority of people thought this was over,” Bell said. “It wasn’t.”

Florence, which was at a Category 4 storm at its peak, was steadily downgraded, to a tropical storm and then to a tropical depression, over several days. But it remained destructive, essentially parked over the region, dumping more than 30 inches of rain on some places.

The Cape Fear River and several others were on the brink of overflowing and authorities were urging people in many communities to evacuate. But it was too late for some: The death toll stood at 15 on Sunday afternoon after authorities reported four new deaths on Sunday, all in South Carolina.

Authorities in Horry County said 61-year-old Debra Collins Rion and 63-year-old Mark Carter King died of carbon monoxide poisoning from a generator being used in their home. In Georgetown County, 23-year-old Michael Dalton Prince was killed after the vehicle he was in lost control on a flooded roadway. A man was also killed in Kershaw County when his pickup truck went off a roadway and hit an overpass support beam. On Saturday, authorities reported that Amber Dawn Lee, 61, died after her vehicle hit a downed tree.

There were 10 more deaths reported in North Carolina: three killed in Duplin County when flash floods overtook their vehicles; a married couple killed in a house fire in Cumberland County; an elderly man electrocuted and another senior citizen killed in a fall in Lenoir County; an 81-year-old man who fell in Wayne County; a Pender County woman who died of a heart attack while emergency workers were blocked by storm debris; and a mother and her 7-month-old baby killed when a tree smashed into their home in Wilmington.

The rain has unleashed at least 8 trillion gallons of water in the area and will likely triple that number by the time it leaves the area, meteorologist Ryan Maue told Weathermodels.com.

Chaos hit local businesses, with several people arrested for looting in Wilmington. The North Carolina attorney general's office also launched an investigation into price gouging amid the storm Sunday, saying they'd received at least 500 complaints of business trying to take advantage of the dire situation.

At least 560 North Carolina roads were shut down this weekend. New Hanover County officials said Sunday all the roads leading to the coastal city are flooded.

At one point the The Cape Fear Public Utility Authority, which supplies water to the area, said it was running out of fuel and might have to shut down treatment plants, although hours later said disaster had been averted.

The National Hurricane Center has warned that Florence could also trigger tornadoes in parts of both North and South Carolina, in addition to “catastrophic flash flooding and prolonged significant river flooding.”

While touring North Carolina to access the damage from Hurricane Florence, President Donald Trump joked with a man who had suffered so greatly that a boat washed up in his backyard.

Trump reportedly asked the man, “Is this your boat?”

The homeowner, described as “an older man” by the pool report, said the yacht was not his.

“At least you got a nice boat out of the deal,” Trump told the man, according to New York Times White House correspondent Mark Landler, who is traveling with the president.

Earlier in the tour, a reported gasped after President Trump told a storm victim to “have a good time.”
