A press release issued by Shaheen's office said that while President Trump's executive order does not apply to military personnel or positions considered essential to meet national security responsibilities, "the uncertainty has caused shipyards across the country, including Portsmouth Naval Shipyard, to suspend all hiring."

    Iraqi forces have cleared eastern Mosul and are focused on removing remaining fighters as other terrorists flee west to Badush, Navy Capt. Jeff Davis told reporters.

    In an "indication of their desperation" to get to the ISIL-controlled area, terrorists are trying to drive their vehicles through a shallow area of the Tigris river, he said.

    "Some vehicles are making it, some are not," Davis said, pointing out that ISIL had previously destroyed the bridges linking the two areas.

    'Tremendous Pressure' on ISIL in Syria

    The coalition carried out more than 50 airstrikes over the last week in Syria, supporting Syrian Democratic Forces in clearing nearly 30 square kilometers northwest of Raqqa, the captain said.

    "The counter-ISIL coalition continues to lay tremendous pressure on extremist organizations in northern Syria," he said.

    The SDF's multi-ethnic forces are methodically clearing the areas of remaining pockets of ISIL terrorists and fortifying their own defenses, Davis said.

    "The SDF remains within four kilometers of the Tabqa Dam and less than 30 kilometers from Raqqa," he added.

    Since the operation to isolate the key city of Raqqa began Nov. 5, the SDF has cleared more than 3,000 square kilometers and the coalition has conducted nearly 900 precision airstrikes, he said.

    "These strikes have destroyed more than 100 [ISIL] vehicles, more than 300 fortifications, degrading ISIS's ability to maneuver and defend themselves and the occupied city from the advancing Syrian Democratic Forces," the captain said.

    'Deliberate, Dynamic Strikes' in Northwestern Syria

    The coalition continues to provide intelligence, surveillance and reconnaissance to support its Turkish partners in the fight against ISIL around al-Bab in northwestern Syria, he said.

    "Additionally, the coalition continues to conduct deliberate and dynamic strikes against ISIS targets of the vicinity of al-Bab," Davis said.

    Coalition aircraft have conducted about 20 strikes in the vicinity of al-Bab so far this month, destroying ISIL vehicles, fighting positons, indirect-fire systems, command-and-control nodes and vehicle bombs, the captain said.

    "We'll continue to work with Turkey and our partner forces to maximize our efforts in degrading and defeating [ISIL]," Davis said, adding, "We continue to develop plans for greater coordination and support in the operations in and around al-Bab."

      Agreed . It made the DoD desk though so whether an oversight or sour grapes it will be looked at . It will come into play as the order goes in for new Subs and Vessels which Trump has already hinted at as well as holding contractors to account on costs . There is a huge wish list that needs to be filled over the next decade and he will see to it that costs are reigned in as those orders are filled . Or that is the endgame at least .

      My brother (this was back in the late 1980s-1990s) loved being the master helmsman of the USS Callaghan. He was released from the navy because he didn't want to get promoted, he simply wanted to be a helmsman. He joined the US Merchant Marine for 15 years.

    As an NCO I am not subject to the hierarchy as commissioned officers are but the pressure to advance remains .
    I am an E5 NCO but deferred advancement to E7 so that I could be side by side with my squad as higher NCO ranks are granted more influence however duties remain basically unchanged but are charged with entire platoons verses a limited unit . Bottom line is that I was summarily bumped to E6 or SSG and my unit is now part of a larger picture from which I am now tasked to groom future E5's from within . I am in line for E7 SNCO shortly as TIG is not a requirement and I have already met my TIS requirements and it was plainly stated that no thank you is not an option short of walking away . I guess I can look at it as being overqualified for my position unlike some that are underqualified and passed over . The downside is that it gets me closer to rank of lieutenent down the road and that is a lot of soldiers under someone that you need to trust to have your 6 and I theirs as compared to a small squad that you know inside and out and are willing to die for . I have more toys under my control so it's not all bad .

      Some military personnel get caught up in the possible conflict of interest regulations or the rules outlined in the UCMJ and they at times rather remain mum on a topic so as not to overshare having seen past personnel speak out of turn so I don't fault them but they really can say more than they think . I for one like to ensure clarity in my statements and leave little to be interpreted . Thank you for the kind words @shootersa

    Donald Trump's first US military raid 'kills 30 civilians, including 10 women and children'

    The eight-year-old daughter of a radical preacher was among a large group of civilians reportedly killed during a US dawn raid in Yemen, the first military operation overseen by Donald Trump.

    Around 30 people, including 10 women and children, are thought to have been killed by American military personnel in the rural Yakla district of al-Bayda in the south of the country, according to medical staff.

    Nora Al-Awlaki, the daughter of lecturer and al-Qaeda sympathiser Anwar al-Awlaki who was killed in an airstrike in 2011, was one of those who lost their lives, her grandfather Nasser said.


    “Why kill children? This is the new [US] administration - it’s very sad, a big crime,” Nasser Al-Awlaki said. “[Nora] was hit with a bullet in her neck and suffered for two hours.” The Pentagon did not refer to any civilian casualties in its statement.

    The US military meanwhile confirmed 14 al-Qaeda fighters had been killed in the raid, and a further two in a drone strike on central Yemen later in the day. An American commando was killed in retaliation, and three others injured.

    "The operation began at dawn when a drone bombed the home of Abdulraoof al-Dhahab and then helicopters flew up and unloaded paratroopers at his house and killed everyone inside," said one anonymous resident, in an account of the incident corroborated by Yemeni security staff.

    "Next, the gunmen opened fire at the U.S. soldiers who left the area, and the helicopters bombed the gunmen and a number of homes and led to a large number of casualties."

    In a statement, Mr Trump said he was “saddened” to hear of the death of the US commando, who “was taken in our fight against the evil of radical Islamic terrorism”. Numerous raids on Yemeni targets were carried out throughout the tenure of his predecessor Barack Obama.

    In mid-January, the United Nations' humanitarian aid official in Yemen said the civilian death toll in the nearly two-year conflict had reached 10,000.

    Let me start by saying that ALL life is precious and to see innocent lives lost due to rather bad people is heartbreaking .
    Please listen carefully to this statement and either you agree or you don't but what we do is not always pretty but IS necessary and if any terrorist organizations think that using human shields as a way to stop us from meeting our objectives they are sadly mistaken .
    Innocent lives were allegedly lost over the last couple days in operations that eradicated a good number of scum that had it coming and they thought that they could hide behind innocents , which did not work well for them.
    It saddens me when people die or more precisely are killed but if you are fool enough to stand in front of a target painted brightly you must know that you are about to have a really bad day .
    Please accept my condolences to those that did not make it to today but for god sake , get the fuck out of the way when you see a group of terrorists around you .

    It was heavily monitored by various branches and the White House was well aware of this test that self destructed deep into it's flight .
    This test is an violation of U.N. Security Council resolution 1929 and the fact that a high ranking French official was onhand for an official visit is not encouraging either . The Iranians have a history of pushing their luck and they may be close to a point of no return if they proceed . This needs de-escalation not rhetotic in order to reign it in but that is easier said than done currently .

    The Navy SEAL killed Jan. 28 during a raid on al-Qaida in Yemen was a 36-year-old chief petty officer, the Defense Department said Monday.

    Chief Special Warfare Operator William "Ryan" Owens, of Peoria, Illinois, was killed during an intelligence-gathering operation on al-Qaida on the Arabian Peninsula that left six additional troops wounded or injured, defense officials said.

    Owens enlisted in August 1998 and made chief in December 2009, an official told Military.com. His awards included three Bronze Stars -- two with a "V" distinguishing device signifying combat valor.

    While multiple outlets have reported that Owens was a member of the elite Naval Special Warfare Development Group, better known as SEAL Team Six, officials would confirm only that he was a member of an East Coast-based special warfare unit.

    "I extend my condolences to the family and shipmates of Chief Petty Officer William 'Ryan' Owens," Defense Secretary James Mattis said Monday evening in a statement. "Ryan gave his full measure for our nation, and in performing his duty, he upheld the noblest standard of military service. The United States would not long exist were it not for the selfless commitment of such warriors."

    Owens is the first U.S. service member to be killed in action since President Donald Trump took office Jan. 20.

    The raid was also noteworthy in that it pitted SEALs against female combatants. At least 14 AQAP-affiliated enemy fighters were killed, some of them female, Pentagon spokesman Navy Capt. Jeff Davis said in a statement.

    Three other SEAL team members were wounded in a firefight during the raid, and three more were hurt in a hard landing by a V-22 Osprey that was providing troop transport for the operators, officials said.

    Trump called the raid a "success", and Davis said it would provide the Pentagon with further insight into planning within AQAP, which has taken responsibility for the 2015 "Charlie Hebdo" terror attacks in Paris.

    "I thank our gallant troops and their families for their dedication to protecting this nation, and I pass our respects to Ryan's family in this most difficult time," Mattis said.

    The Trump administration imposed new sanctions Friday on nearly two-dozen individuals and companies in response to Iran’s recent missile tests, quickly moving to increase the pressure on the regime after putting Tehran “on notice” earlier this week.

    The U.S. Navy also moved a destroyer into position off the coast of Yemen, amid deep concerns over Iran’s support for Shiite rebels there who recently attacked a Saudi naval vessel.

    "Iran's continued support for terrorism and development of its ballistic missile program poses a threat to the region, to our partners worldwide and to the United States," John E. Smith, the Treasury Department's acting sanctions chief, said in a statement.

    The Treasury Department announced the additional sanction targets -- 13 individuals and 12 companies -- late Friday morning.

    Those targeted include various agents, companies and associates involved in procuring ballistic missile technology for Iran. Iranians, Lebanese, Chinese and Emirati individuals and companies also are now blacklisted from doing any business in the United States or with American citizens.

    The president’s national security team had previewed possible action earlier in the week, with National Security Adviser Michael Flynn saying Iran was “on notice” and Trump warning Friday morning on Twitter that Iran was “playing with fire” with its recent actions.

    The sanctions, coming in the first weeks of Trump's term, reflect his administration's desire to take a strong stance toward Iran from the start. Throughout his campaign, Trump accused the Obama administration of being insufficiently tough on Iran and vowed to crack down if elected.

    The move won praise from Republican allies in Congress.

    “This announcement makes clear that it is a new day in U.S.-Iran relations and that we will no longer tolerate Iran’s destabilizing behavior,” Senate Foreign Relations Committee Chairman Bob Corker, R-Tenn., said in a statement. “A coordinated, multi-faceted effort to pushback against a range of illicit Iranian behavior is long overdue.”

    Trump’s team stepped up approach toward Iran in the wake of ballistic missile tests and the recent attack on a Saudi naval vessel by Tehran-backed militants in Yemen.

    Military officials told Fox News that Iran has conducted two recent missile tests, one on Dec. 6 and another this past Sunday.

    Meanwhile, a defense official told Fox News that the USS Cole, the same warship attacked in Yemen in 2000, is now patrolling off the coast of that country in the Gulf of Aden.

    A senior administration official said they are prepared for further sanctions against Iran.

    None of the new sanctions announced Friday appear to reverse the Obama administration's suspension of sanctions as part of the 2015 nuclear deal.

    Nevertheless, the action will almost surely increase tensions with Iran.

    The Islamic republic has insisted that new sanctions violate the deal and that it has the right to conduct ballistic missile tests now that its nuclear program has been sharply curtailed. The U.S. and Western countries argue otherwise, noting that Tehran agreed to an eight-year extension of a ban on ballistic work in nuclear negotiations two years ago. That agreement was concluded in parallel, but separately to the nuclear accord.

    Shortly before Friday’s announcement, Iranian Foreign Minister Javad Zarif defended his country’s actions, saying on Twitter: “Iran unmoved by threats as we derive security from our people. We'll never initiate war, but we can only rely on our own means of defense.”

    Mark Dubowitz, CEO of the Foundation for Defense of Democracies and a critic of the Iran deal, praised Friday’s announcement as a “good start” but warned the “procurement networks” targeted could be reconstituted.

    “The Trump administration should adopt ideas promoted by Congress that sanction key nodes of Iran's economy and the international companies involved in supporting Tehran's missile program. Unless the Iranian regime pays a severe price for its malign activities, they are unlikely to stop,” he said in a statement.

    The Navy is investigating the apparent display of a Donald Trump presidential campaign flag by the lead vehicle in a military convoy.

    The Virginian-Pilot reported ( http://bit.ly/2jIH5HQ ) Thursday that the Navy has repeatedly warned sailors against appearing to endorse candidates while on the job.

    The convoy belongs to a special warfare unit based in Virginia Beach. But the images of a pro-Trump flag on a vehicle's antenna first circulated on social media and through news reports in Kentucky.

    U.S. Rep. Scott Taylor called the behavior "inappropriate." He's a Republican from Virginia Beach, a Trump supporter and a former Navy SEAL.

    Pentagon Outlines Civilian Jobs Exempt From Trump Hiring Freeze
    WASHINGTON -- The Pentagon will exempt 16 categories of civilian jobs with direct national security and public safety responsibilities from the federal government hiring freeze instituted by President Donald Trump, Deputy Defense Secretary Robert Work wrote Wednesday in a memorandum.

    Work broadly defined the jobs that could be filled during the 90-day hiring freeze, which does not include uniformed military personnel, instituted Jan. 23 by Trump in an executive memorandum. The Pentagon will continue filling jobs that directly support ongoing contingency operations and deployments, most of them in the cybersecurity and firefighting and law enforcement, he wrote. Work's memo also states hiring can continue for civilian jobs at Navy shipyards and military depots responsible for inventory management and equipment maintenance.

    Additional positions within the department can be exempted from the hiring freeze if officials can demonstrate to Work "compelling reasons that justify" that they are necessary to ensure national security or public safety, he wrote in the memorandum.

    Work indicated the Pentagon supported Trump's temporary hiring freeze. Last year, Work implemented a smaller-scale temporary hiring freeze on the department, which officials said led to the elimination of some then-vacant positions. He has mandated the Defense Department shrink its headquarters' staffs by 25 percent by 2020.

    "This is an opportunity for the department to assess its most critical missions and requirements, ensuring that the civilian component of our force is assigned and capable of executing our highest priority work, while at the same time gaining full value from every taxpayer dollar we spend on defense," Work wrote. "Every action we take as a team will be designed to ensure that we are ready to fight today and in the future."

    It was not immediately clear Thursday how many positions within the Department of Defense were vacant or how many vacant positions could be exempted under Work's order, said a senior defense official, who spoke on condition of anonymity to provide details about the order.

    The official said Work intentionally left the definitions of the jobs broad, but managers in charge of hiring for those positions must be able to justify their decisions. Additionally, the official said, managers have been instructed to use the hiring freeze exemption "sparingly," and in a manner that is "consistent with the president's objectives" of shrinking the federal workforce.

    "They're going to really have to look at the functions of the position to ensure they are absolutely necessary to meet the national security or the public safety responsibility," the senior defense official said. "We're going to really need to look directly at the duties associated with that position, and officials are going to have to look at alternative ways to meet the department's needs with that position to demonstrate that there's no alternative to filling that position for national security or public safety."

    Work defined the 16 exempted jobs as follows:

    • Positions directly supporting the execution of contingency missions and operations, scheduled military operations and deployments, and security cooperation exercises or training.

    • Positions required for cybersecurity and cyberspace operations or planning.

    • Positions required for space operations or planning.

    • Positions required for execution of the cyber and intelligence lifecycle operations, planning or support thereof.

    • To the extent necessary to maintain capability to ensure a medically ready force, positions directly providing inpatient care in Department of Defense medical treatment facilities and providing acute and emergency outpatient care in Department of Defense medical and dental facilities. Additionally, positions involving communicable disease prevention and similar public health activities.

    • First responder firefighter and law enforcement positions.

    • Positions necessary to carry out or enforce treaties and other international obligations.

    • Positions providing operational support to the president of the United States, the secretary of defense, or [the] chairman, Joint Chiefs of Staff.

    • Positions providing child care to the children of military personnel.

    • Positions at the installation level providing direct support to the prevention of child abuse, sexual assault, domestic violence and suicide and providing direct support to those affected.

    • Positions required for nuclear reactor and nuclear weapon safety and security and nuclear command, control, and communications. Additionally, positions required for biological select agent safety and security.

    • Positions performing mortuary affairs activities and other directly related services necessary to properly care for the fallen and their families.

    • Positions required to be filled by a foreign national employee.

    • Positions in shipyards and depots in which positions' incumbents perform direct management of inventory and direct maintenance of equipment.

    • Positions funded by foreign military sales.

    • Civilian mariners in Military Sealift Command.

    Positions that are vacant can also be filled if a person was hired for the job prior to Jan. 22 and confirmed to start working before Feb. 22, the official said.

    Instituting the hiring freeze, which also forbids federal agencies from hiring contractors to work in vacant positions, was among Trump's first actions as president. It was meant to protect American taxpayers and halt runaway growth within the federal government, according to the White House.

    The Pentagon, which employees some 755,000 civilians, has grown its civilian workforce by some 100,000 employees in the years since the 9/11 terrorist attacks.

    The freeze will remain in place for three months while the Office of Management and Budget creates a "long-term plan to reduce the size of the federal government's workforce through attrition," Trump's memorandum states.

    Some members of Congress have been critical of Trump's hiring freeze, especially on its potential impact at the Pentagon and the Department of Veterans Affairs.

    Our oath is to uphold the USC and no one person or office and as such this is a severe breach of military conduct and with the social media so prevalent in this occurrence there is zero chance of this simply fading away or being swept under the carpet as it were . I believe that the official military term for this is known as a bonehead move .     WASHINGTON -- President Donald Trump's nominee for Army secretary, businessman Vincent Viola, has withdrawn his name from consideration for the post.

    Defense Secretary Jim Mattis was disappointed but understood and respected Viola's decision, a Pentagon statement said. Mattis will recommend to Trump another candidate soon, the statement said.

    A Trump administration official confirmed Friday night that Viola had withdrawn. The official spoke on condition of anonymity because the official wasn't authorized to speak publicly.

    The Military Times reported that Viola said in a statement he was "deeply honored" to be nominated but cited his inability to successfully navigate the confirmation process and Defense Department rules concerning family businesses.

    The Navy sent the USS Cole to the Gulf of Aden following an attack earlier this week on a Saudi warship off Yemen by Iranian-backed Houthi rebels, a U.S. defense official told Fox News Friday.

    The destroyer is the same warship that suffered heavy damage in an al-Qaida bombing attack in Yemen in 2000 that killed 17 sailors.

    The Navy's move also came as the Trump administration on Friday imposed sanctions on 13 people and a dozen companies in response to Iran's recent ballistic missile test.

    Trump tweeted Friday that "Iran is playing with fire - they don't appreciate how 'kind' President Obama was to them. Not me!"

    The Cole has been sent to an area off Yemen where U.S. warships were attacked in October, resulting in a retaliatory Tomahawk cruise missile strike from a U.S. destroyer against Houthi radar installations in on Yemen’s coastline.

    The Pentagon says the Houthis have placed mines in the water near the entrance to the strategic Bab al-Mandab strait.

    Another reason the Cole is being sent to the area is to maintain freedom of navigation in the Red Sea and through the strait, Fox News reports.

    President Donald Trump's national security adviser, Michael Flynn, said this week the administration was putting Iran "on notice" for its missile test Sunday and for supporting the Shiite Houthi rebels in Yemen.

    The Houthis targeted a Saudi frigate off the coast of Yemen Monday, but the attack may have been meant for an American warship, two defense officials told Fox News.

    Two Saudi sailors were killed and three were wounded in the attack. At first the ship was thought to have been struck by a missile.

    But based on new analysis of a video showing the attack, American intelligence officials now believe a suicide bomber in a small boat carried out the attack after ramming the side of the Saudi vessel.

    In the audio heard on the video, a voice narrating the attack shouts in Arabic, "Allahu akbar [God is great], death to America, death to Israel, a curse on the Jews and victory for Islam."

    U.S. defense analysts believe those behind the attack either thought the bomber was striking an American warship or that this was a “dress rehearsal” similar to the attack on the Cole, according to one official.

    The attack on the Saudi ship came a day after Trump spoke by phone with Saudi King Salman to discuss setting up safe zones for refugees in Syria and Yemen. Senior U.S. defense officials who spoke with Fox News expressed concern over the attack but said they were confident American warships can defend themselves.

    The United States has supported a Saudi-led air campaign against the Houthis in Yemen since 2015.
