    OTTAWA — There was an uncommon slowness in Justin Trudeau’s step Wednesday morning as he walked toward the weekly Liberal caucus meeting on Parliament Hill, his thoughts weighed heavily with the news that Tragically Hip frontman Gord Downie had died.

    “I thought I was going to make it through this but I’m not,” the prime minister said, his voice cracking with emotion, tears streaming down his face.

    “It hurts.”

    A couple of hours before, the Hip had announced that their lead singer died Tuesday night at the age of 53 after a more than year-long battle with brain cancer.

    “We all knew it was coming, Trudeau said. “But we hoped it wasn’t.”

    Trudeau added that Canada was less of a country for having lost Downie.

    There was a personal connection between the prime minister and the musician that was only seen publicly on a few occasions.

    As his band wrapped up a 15-stop farewell tour in Kingston, Ont., in the summer of 2016, Downie called out to Trudeau, who was in the audience, urging him to take action on behalf of Canada’s Indigenous peoples, to make their lives better.

    Before that show, Trudeau embraced Downie backstage and later described the bittersweet moment as both a celebration of Downie’s life and a chance to say goodbye.

    In the months that followed, it was evident that Trudeau had taken the singer’s message to heart as his government took several steps to reconcile with Indigenous communities over the treatment of aboriginal children and families under the residential schools program.

    On Wednesday, through tear-welled eyes, Trudeau commended Downie for his love of country, his profound ability to use words to create landscapes and his dedication to the plight of Indigenous Canadians.

    “Gord was my friend, but Gord was everyone’s friend,” Trudeau said. “He knew, as great as we were, we needed to be better than we are,” he added.

    “Our buddy Gord, who loved this country with everything he had, and not just loved it in a nebulous ‘oh, I love Canada way,’ he loved every hidden corner, every story, every aspect of this country that he celebrated his whole life.”

    Conservative MP Tony Clement, a musician himself, lamented that it was his unfulfilled dream to perform with Downie.

    “It’s always been a desire of mine to play with him at some point, but they’re incredibly influential to anyone Canadian who has picked up a musical instrument, there’s no question about it,” Clement said. “I could do a fairly poor version of Ahead by a Century.”

    Clement also called on the government to consider a state funeral for the iconic singer.

    “I think they should really consider it, I really do,” he said. “I think he matters that much to Canadians.”

    Downie’s death went beyond Ottawa’s political realm, with Library and Archives Canada tweeting a line from the Tragically Hip song “It’s a Good Life If You Don’t weaken.”

    “For a good life, we just might have to weaken; And find somewhere to go; Go somewhere we’re needed.”

    MONTREAL — Gilbert Rozon, the founder and president of the Just for Laughs comedy festival, is stepping down from various positions amid what he calls “allegations involving him.”

    Rozon said on his Facebook page Wednesday he is no longer president of Just For Laughs, vice-president of the Montreal Chamber of Commerce or involved with the city’s 375th anniversary celebrations.

    Rozon said he is “shaken” by the allegations against him.

    “I am stepping aside out of respect for the employees and families who work for these organizations as well as all our partners,” he said.

    A spokesperson for Rozon confirmed the authenticity of the Facebook comments.

    The comments came a few hours after Quebec artist Guillaume Wagner spoke out on his Facebook page about allegations of sexual misconduct involving Eric Salvail, a well-known media personality in the province.

    Wagner wrote: “Now let’s talk about the next one. Gilbert Rozon.”

    Wagner said he would no longer work for Just For Laughs “as long as someone who assaults is in charge.”

    “I have heard stories … things are starting to come out and they will continue to come out,” he added.

    Rozon did not elaborate on the allegations against him in his Facebook post.

    Three dead in ammonia leak at hockey arena in Fernie, B.C.

    Three people have been confirmed dead in Fernie, B.C., in connection with an ammonia leak at a hockey arena, and the city has declared a state of local emergency.

    Residents who live near the Fernie Memorial Arena were told to evacuate the area Tuesday afternoon and to check in with Emergency Social Services at a drop-in centre. Several streets surrounding the arena were shut down, and the public was asked to avoid the area.

    The city declared a state of local emergency late Tuesday night, which it says will remain in effect until Oct. 24.

    Earlier in the day, the City of Fernie posted on its Facebook page that the arena would be closed “while crews complete emergency repairs to the refrigeration plant.”

    The City of Fernie confirmed the three deaths in a statement. The city said a Hazmat team from CIMCO Refrigeration was heading to the arena to deal with the situation.

    Fernie fire chief Ted Ruiter says the deaths have been hard to process.

    "Anytime you're dealing with fatalities it's always tough," he said of the event's impact on his crews. "We're a small city and everybody knows each other. It's very hard to deal with, for sure."

    Long time residents echoed Ruiter's comments,

    "The whole valley is just devastated at today's events," said Chris Inglis, a resident.

    Ruiter said B.C.'s Ministry of Environment is also sending staff to assist with monitoring and to determine what the next steps will be.

    The city's mayor says residents have gone out of their way to support the evacuees.

    "We've had churches offer their halls, we've had people offering their homes if the evacuees needed a place to stay," said Mary Giuliano. "We'll be there for one another, and if it turns out [the victims] are Fernie people, we will be there for the families."

    The victims' next of kin have been notified and the city says their identities are not being released at this time.

    The RCMP are now leading the investigation of the site.

    Ammonia is a colourless gas often used as an industrial refrigerant. According to the Centers for Disease Control and Prevention, ammonia has "suffocating fumes" and can be "immediately dangerous to life or health."

    More than 70 dogs rescued from decrepit living conditions in a suspected Quebec puppy mill are now looking for new homes.

    The Montreal SPCA has started putting small groups of the 71 dogs up for adoption. They were rescued last week from a house in St-Gabriel-de-Brandon, about 120 kilometres northeast of Montreal, where four dogs were found dead.

    Investigators said the animals were located in crates, bath tubs and dresser drawers on every floor of the home. The property has since been declared unfit to live in.

    SPCA spokesperson Anita Kapuscinska said the animals have been groomed and received their first basic vaccines, but that it will still take some time for them to adjust to their new homes.

    “They have a past, so it is important to make sure that you are patient with them when it comes to housebreaking,” Kapuscinska said.

    The dogs are between two months to 10 years old and include Chihuahuas, Maltese and Yorkshire terriers. Many of the animals were found marked with blue and yellow paint, and local firefighters were called in to help because of the intense stench inside the home.

    The one thing all the dogs have in common, Kapuscinska said, is that they’re “really happy.”

    “They all have their unique little personalities,” she said.

    Police discovered the dogs while investigating allegations that fraudulent vaccination certificates were given to some dog owners.

    A woman at the home was arrested. Police said she would face charges of fraud and forging documents and could also be charged with animal cruelty.

    A law passed in 2015 recognizes animals in Quebec as sentient beings and toughened animal cruelty punishments in hopes of cracking down on puppy mills in the province.

    Fines now range from $250 up to $250,000. Serial violators can face up to 18 months in jail.

    Kapuscinska said the dogs have been given plenty of love from volunteers.

    ”They’re all being sterilized prior to being adopted and receiving a lot of TLC from our team.”

    Where migrants cross at irregular points and not at official border crossings where they would be surely turned away they will be taken into custody by Federal law enforcement. Migrants will be given hearings in order to determine whether they have legitimate claims as asylum seekers or not. If not they will be deported to their first country of refuge.The United States. This is the law.

    Justin Trudeau has become the first prime minister in history to have been found guilty of contravening the Conflict of Interest Act.

    Conflict of Interest and Ethics Commissioner, Mary Dawson found that he violated four sections of the law in connection with taking a family vacation on an island owned by the Aga Khan.

    But as damning as Dawson's report is, Trudeau's fumbling response to a question from the CBC's Rosemary Barton might cause the most political damage.


    It's the video clip from hell and it came after Barton pointed out that the prime minister took a free holiday from someone he considers a friend.

    Then Barton asked why Trudeau didn't recogize "this might not have been okay".

    Trudeau's answer sounded more like gibberish than the comments of a statesman.

    After a few moments, he found his footing.

    "On the issue about family vacation with a personal friend, it wasn't considered that there would be an issue there," Trudeau said.

    This controversy comes in the aftermath of Finance Minister Bill Morneau's dustups with the opposition over bringing forward pension legislation while holding shares in an employee-benefits company that he previously headed.

    The overall impression for many middle-class and lower-income Canadians is that Trudeau and his finance minister are not like them. They're part of the richie-rich crowd, somewhat entitled, and at times, a little too glib.

    Even Trudeau's initial smile upon hearing Barton's first question will likely be offputting for some Canadians, in light of the seriousness of Dawson's findings.

    These images stick with people, just like former prime minister Brian Mulroney's smarmy responses did when concerns used to be raised about how he was living lavishly at 24 Sussex Drive.

    The hoi polloi don't go on all-expenses-paid family vacations to private islands owned by billionaires.

    It's astonishing that someone with Trudeau's political experience didn't see the trouble this could cause when he decided to do this as prime minister.

    'Cannot be characterized as friends'

    There is an exception in the act for gifts or "other advantages" from friends or relatives, but Dawson ruled it didn't apply because "Trudeau and the Aga Khan cannot be characterized as friends."

    Her investigations showed that besides the Aga Khan's attendance at the funeral of his father, Pierre Elliott Trudeau, in 2000, the younger Trudeau had no interactions with the Aga Khan between 1983 and the fall of 2013, a span of 30 years.
