It gets it's name from "Sock Puppet", you know, a sock you put on your hand and then you "talk" through the sock.
Moderators like piggit have the power to ban annoying users, people that break forum rules, spammers, and people like the sock man troll, IE, Naughty Nun/Walker Family/and a few other people that I've tracked as actually being all the same person.
Once a person is banned, they might try to come back under a new name, this new name is referred to as a sock because it's still the same person, but they're wearing a mask so to speak. I love hunting for sock puppets and under agers to get them banned. It can be really fun.
