For example, for lack of a better example, if you stuck your arm in a hole in the ground and repeatedly pulled it in and out, things could get sore. I still disagree.Whether it is a cut penis or a uncut penis, skin is skin.Rubbing any skin would cause friction.Now if you use lube you would have less friction and a smooth cut penis would glide easily, where you still would have loose skin on an uncut one, that would still rub both people and cause some friction.
