China signaled on Monday it was now seeking a "calm" end to its ongoing trade war with the U.S., as Asian markets crumbled and China's currency plummeted to an 11-year low following the latest tariffs on $550 billion in Chinese goods announced last Friday by the Trump administration.

Trump said Monday that officials from China called U.S. officials and expressed interest to "get back to the table,” The Wall Street Journal reported. He called the discussions a “very positive development.”

“They want to make a deal. That’s a great thing,” he said.

News of the possible opening in negotiations came shortly after President Trump threatened to declare a national emergency that would result in American businesses freezing their relationships with China. Trump's tariff barrage on Friday was a response to China imposing its own retaliatory tariffs on $75 billion in U.S. goods.

At the Group of Seven summit in France on Sunday, White House officials rejected suggestions the president was wavering and insisted that his only regret was not implementing even more tariffs on China. Trump wrote on Twitter that world leaders at the G-7 were "laughing" at all the inaccurate media coverage of the gathering.

In response, Chinese Vice Premier Liu He told a state-controlled newspaper on Monday that "China is willing to resolve its trade dispute with the United States through calm negotiations and resolutely opposes the escalation of the conflict," Reuters first reported, citing a transcript of his remarks provided by the Chinese government. Liu is China's top trade negotiator.

Speaking at a technology conference in China, Liu added: “We believe that the escalation of the trade war is not beneficial for China, the United States, nor to the interests of the people of the world."

“We welcome enterprises from all over the world, including the United States, to invest and operate in China,” Liu said. “We will continue to create a good investment environment, protect intellectual property rights, promote the development of smart intelligent industries with our market open, resolutely oppose technological blockades and protectionism, and strive to protect the completeness of the supply chain.”

Asian shares tumbled early Monday, with Japan's benchmark Nikkei 225 started plummeting as soon as trading began and stood at 20,234.87 in the morning session, down 2.3 percent. Australia's S&P/ASX 200 slipped 1.5 percent to 6,427.20. South Korea's Kospi lost 1.7 percent to 1,916.14. Hong Kong's Hang Seng dropped 3.3 percent to 25,309.37, while the Shanghai Composite was down 1.2 percent at 2,862.87.

The yuan also slipped to 7.1487 to the dollar, weeks after the Treasury Department formally designated China a currency manipulator. The Treasury Department said it will work with the International Monetary Fund to try to rectify the “unfair competitive advantage created by China’s latest actions.”

"The gloves are coming off on both sides and as such yuan depreciation is an obvious cushion against US tariffs," Mitul Kotecha, an economist at Toronto-Dominion Bank, told Bloomberg News.

There are several reasons why China's central bank would want to allow the yuan to drop, including to help struggling local exporters who want their products to be less expensive for international purchasers. People’s Bank of China Governor Yi Gang, however, has insisted China does not "engage in competitive devaluation."

On Sunday, Treasury Secretary Steven Mnuchin told reporters that if "China would agree to a fair and balanced relationship, we would sign that deal in a second."

Stephen Innes, managing partner at Valour Markets in Singapore, compared the difficulty of assessing the volatile market situation to reading tea leaves.

"Nobody understands where the president is coming from," he said, adding that the best thing Trump can do for market stability is to "keep quiet."

"The problem that we're faced right now is that we are making a lot of assumptions ahead of the economic realities."

The market is now dominated by fears of a portending U.S. recession, although the American economy is actually holding up, and much of the U.S. economy is made up of consumption, Innes said. If interest rates come down, he added, consumer spending is likely to go up, working as a buffer for the economy.

"What the market's really waiting for is for them to drop interest rates," Innes said. "Right now, we are still sitting on that uncertainty."

Meanwhile, Sen. Lindsey Graham, R-S.C., said on Sunday that Democrats should not criticize Trump for taking on China over trade as they have complained for years about Beijing’s policies but done nothing. Senate Minority Leader Chuck Schumer, D-N.Y, for example, has urged Trump to fight China aggressively.

“Every Democrat and every Republican of note has said China cheats,” Graham said on CBS News’ “Face the Nation.” “The Democrats for years have been claiming that China should be stood up to, now Trump is and we’ve just got to accept the pain that comes with standing up to China.”

U.S. markets have also taken something of a beating. The Dow Jones Industrial Average plunged more than 600 points Friday after the latest escalation in the trade war between the U.S. and China rattled investors. The broad sell-off sent the S&P 500 to its fourth straight weekly loss.

The tumbling began after Trump responded angrily on Twitter following China's announcement of new tariffs on $75 billion in U.S. goods. In one of his tweets he "hereby ordered" U.S. companies with operations in China to consider moving them to other countries — including the U.S.

Trump also said he'd respond directly to the tariffs — and after the market closed he delivered, announcing that the U.S. would increase existing tariffs on $250 billion in Chinese goods to 30 percent from 25 percent, and that new tariffs on another $300 billion of imports would be 15 percent instead of 10 percent.

"Starting on October 1st, the 250 BILLION DOLLARS of goods and products from China, currently being taxed at 25 percent, will be taxed at 30 percent," Trump wrote on Twitter. "Additionally, the remaining 300 BILLION DOLLARS of goods and products from China, that was being taxed from September 1st at 10 percent, will now be taxed at 15 percent. Thank you for your attention to this matter!".

Zhu Huani of Mizuho Bank in Singapore said what he called Trump's "tariff tantrum" was setting off "the sense that tariffs could continue to rise," with the "the unpredictability of timing and extent of these trade actions risk accentuating the paralysis of business decisions and big-ticket business spending."

"No matter which way you cut the cake, it is nearly impossible to construct a bullish, or even neutral scenario for equity markets today," said Jeffrey Halley, senior market analyst at Oanda.

Trump also said Friday morning that he was "ordering" UPS, Federal Express and Amazon to block any deliveries from China of the powerful opioid drug fentanyl. The stocks of all three companies fell as traders tried to assess the possible implications.

The president has also raged against Federal Reserve chairman Jerome Powell for his continued refusal to cut interest rates, at one point saying: "My only question is, who is our bigger enemy, Jay Powel (sic) or [China's] Chairman Xi [Jinping]?"

That outburst came after Powell, speaking to central bankers in Jackson Hole, Wyo., gave vague assurances that the Fed "will act as appropriate" to sustain the nation's economic expansion. While the phrasing was widely seen as meaning interest rate cuts, he offered no hint of whether or how many reductions might be coming the rest of the year.

Some analysts, however, are confident the Federal Reserve will lower interest rates this year.

Trump claims China asked for renewed trade talks

BIARRITZ, France — President Donald Trump claimed on Monday that Chinese officials are prepared to return to the negotiating table, signaling there may be a path to a potential détente in his tit-for-tat trade war with Beijing.

“China called last night our top trade people and said, ‘Let’s get back to the table.’ They have been hurt very badly, but they understand this is the right thing to do and I have great respect for it,” Trump told reporters during a bilateral meeting with Egyptian President Abdel Fattah el-Sisi on the sidelines of the G-7 summit.

“They want to make a deal,” Trump continued. “That’s a great thing.”

Chinese Foreign Ministry spokesperson Geng Shuang appeared to dispute Trump's claim that such phone conversations had taken place.

“I am not aware of the phone calls over the weekend you mentioned,” he said in response to a question at a Monday press briefing. “What I can say is that the trade differences should be solved through dialogue and consultation.“

Treasury Secretary Steve Mnuchin told reporters that Chinese Vice Premier Liu He had called for talks to resume when Trump pressed him for details during a bilateral meeting later in the afternoon with the Indian prime minister. It was not immediately clear, however, if Mnuchin was referring to a phone call Liu made to U.S. officials or his comments at a technology conference earlier in the day.

Trump reiterated Monday that China wants to reach a deal on trade “very badly,” repeating claims that the country‘s economy is bending under the pressure of U.S. tariffs.

“I think they want to make a deal. I'm not sure they have a choice. And I don't say that as a threat,” he said in a joint news conference with French President Emmanuel Macron.

But the confusion continued over whether a call between U.S. and Chinese officials actually took place and if so, when it occurred. In addition, no date for an expected round of high-level talks in September has been announced.

"We've had many calls," Trump said Monday, when pressed by a reporter on the issue. "Secretary Mnuchin is here, and [he's] had many calls over the last 24 hours, but certainly over the last 48 hours. We've had many calls, not just one. These are high-level calls. They want to make a deal. And by the way, I think a deal is going to be made."

Macron said Trump, in private meetings with other G-7 leaders, “clearly showed us his willingness to arrive at an agreement“ with China.

“What's bad for the world economy is uncertainty and the quicker an agreement is arrived at, the quicker that uncertainty will dissipate,” Macron said. “That's what we discussed yesterday and that's the American president's wish.“

Trump’s whiplash-inducing comments come just 24 hours after White House officials — seeking to clarify a statement the president made about having second thoughts on his escalating trade war — said his only “regret” was that he didn’t raise tariffs further on Chinese imports. That claim followed Trump’s announcement Friday that he planned to increase existing tariffs on $250 billion of Chinese goods, from 25 percent to 30 percent, and to hike a new round of tariffs on another $300 billion in Chinese exports from 10 percent to 15 percent.

Asked about the mixed signals coming out of the White House, Trump shrugged and said: "Sorry, it's the way I negotiate ... It's done very well for me over the years and it's doing better for the country."

Then, he again blamed his predecessors for allowing China to run up a huge trade surplus with the United States and failing to take strong steps to deal with unfair trade practices and the theft of U.S. intellectual property.

Adding to the confusion, Trump projected an air of indifference over the past several days about whether a deal would be reached because of the tariff revenue now being collected on Chinese imports.

“I’m getting a lot of money in tariffs. It’s coming in by the billions,” Trump told reporters here Sunday morning, adding that he believes China wants “to make a deal much more than I do.”

The president also opened the door to using his executive powers to declare a national emergency with respect to China’s trade practices, saying, however, that he currently has no plans to do so.

“It has become unquestionably clear that the administration’s tariff war against China is politically motivated. What Washington wants from its largest trade partner is for it to be content to play second fiddle and meekly do as it demands,” China Daily, a state-owned newspaper, wrote in an editorial on Sunday.

By Monday, however, both U.S. and Chinese officials appeared open to resuming talks on trade — that is, as long as such discussions remain “calm,” Liu said at a conference in China.

“We think an escalation of the trade war is against the interest of China, the U.S. and the entire world,” said Liu, who is China’s top trade negotiator.

Trump said he appreciated Liu's call for discussions to remain calm and said he felt the same way, even though it was the United States that ratcheted up tensions in recent weeks by announcing a new round of tariff increases.

"I thought it was a beautiful statement," Trump said in response to Liu. "I thought it indicated a lot."

Liu added that China “will strive to protect the integrity of industrial chains,” an element of the trade dispute that Trump mentioned earlier in the day.

“They have supply chains that are unbelievably intricate and people are leaving and they are going to other countries, including the United States, by the way,” Trump said.

Many household U.S. companies have supply chains in China, where major disruptions have occurred as a result of the ongoing trade war. On Monday, Trump suggested the U.S. is “going to get a lot of” production back if his administration reaches a deal with the Chinese.

Liu, who never mentioned whether phone conversations took place, said Beijing is “willing to solve the problem through consultation and cooperation with a calm attitude.”

Trump has used the G-7 summit to advance his trade agenda in the face of skeptical European allies, including by announcing Sunday that he and Japan had reached an agreement “in principle” on trade.

He and British Prime Minister Boris Johnson also discussed the broad contours of a bilateral trade deal once the United Kingdom leaves the European Union. Johnson has set a deadline of October for his nation's departure from the European Union, which he’s repeatedly said will occur with or without a deal with the EU.

With hours to go before the three-day summit concludes and he returns to Washington, Trump said the U.S. is “in a stronger position now to do a deal — a fair deal for everyone” with China.

“Anything’s possible,” Trump said Monday. “We’re having very meaningful talks. Much more meaningful that at any time, I would think.”

BEIJING: US President Donald Trump said China has asked to re-start trade talks, hours after Beijing’s top negotiator publicly called for calm in response to a weekend of tit-for-tat tariff increases that sent global stocks plunging.

"They understand how life works.” The president said the U.S. would accept the Chinese invitation and return to the negotiations. Earlier, China’s top trade negotiator, Vice Premier Liu He, had used an appearance in China to call for a de-escalation in tensions.

"We are willing to solve the problem through consultation and cooperation with a *calm attitude,” Liu said at the opening ceremony of 2019 Smart China Expo in Chongqing, Caixin reported on Monday.

"We firmly oppose the escalation of the trade war,” he said, adding that it "is not conducive to China, the U.S. and the interests of people all over the world.”

The world’s two largest economies traded further blows over the weekend, with Beijing’s retaliation on an earlier tariff increase by the U.S. meeting yet another increase from Trump, who said that existing 25% tariffs on some $250 billion in imports from China would rise to 30% come Oct. 1, the 70th anniversary of the founding of the People’s Republic.

Economists are warning that a global recession could result from the spiral of trade measures.

China welcomes all foreign investors, including those from the U.S., Liu said, adding that policy makers will keep building a favorable environment and protecting property rights.

He stressed that China has ample macro-policy tools to ensure the country’s economic fundamentals have "good momentum.”

S&P 500 futures stabilized after Liu’s comments and a stronger-than-anticipated yuan fixing suggested that traders don’t need to worry about an immediate counterpunch from China after a tumultuous weekend.

China on Friday threatened to impose more tariffs on $75 billion of American goods, prompting President Donald Trump to announce even higher tariffs on Chinese goods and call for American companies to pull out of Asia’s largest economy.

Liu spoke an event focused on high-tech industries such as big data, artificial intelligence, semi-conductors and 5G. He said China opposes technology blockades and protectionism, and is trying hard to maintain the completeness of supply chains.

On Friday, Trump said existing 25% tariffs on some $250 billion in imports from China would rise to 30% come Oct. 1, the 70th anniversary of the founding of the People’s Republic of China. Planned 10% tariffs on a further $300 billion in Chinese goods will be taxed at 15% instead of 10% starting with the first tranche on Sept. 1.

China will follow through with retaliatory measures announced Friday and fight the trade war to the end, after the U.S. failed to keep its promises, the Communist Party flagship newspaper People’s Daily wrote in a Saturday editorial.

Later, the Editor-in-Chief of the nationalist Global Times, Hu Xijin, said on Twitter that the U.S. is "starting to lose China.”

Taoran Notes, a blog run by the state Economic Daily, said Monday that Liu’s remarks showed that China is not being "taken hostage by emotions.” At the same time, the blog said that this stance didn’t preclude fighting back.

The White House was forced to walk back *bizarre comments President Donald Trump made about First Lady Melania Trump getting to know North Korean dictator Kim Jong Un, as press secretary Stephanie Grisham released a statement on Monday admitting the two have never actually met.

“President Trump confides in his wife on many issues including the detailed elements of his strong relationship with Chairman Kim — and while the First Lady hasn’t met him, the President feels like she’s gotten to know him too,” stated Grisham, who previously worked in the administration as the first lady’s press secretary.

The White House comments were issued after a press conference at the G7 summit in Biarritz, France in which Trump made false assertions about his wife’s supposed relationship with Kim.

“I also say that, by the way, with respect to North Korea. Kim Jong Un, who I’ve gotten to know extremely well, the first lady has gotten to know Kim Jong Un,” said Trump. “I think she would agree with me, he is a man with a country that has tremendous potential.”

The first lady did not attend the 2018 summit in Singapore between the U.S. and North Korea; she was also not present during either of the president’s meetings with Kim — in Hanoi in February and at the DMZ in June — earlier this year.

White House officials blindsided by Iranian Foreign Minister Zarif's G-7 appearance
Some Trump aides said early in the day they were caught unaware of — and furious over — the French government's decision to invite Zarif.

SAINT-JEAN-DE-LUZ, France — The White House was blindsided by the arrival of Iranian Foreign Minister Mohammad Javad Zarif on Sunday in the coastal French town where President Donald Trump and other world leaders are meeting this weekend, three U.S. officials said shortly after Zarif's arrival.

But a senior administration official insisted the president himself was not caught off guard by Zarif’s arrival in Biarritz, France, the site of this year’s Group of Seven summit, despite simmering frustration among his aides about the French invitation. When asked about it early in the day, the president told reporters he had no comment.

A spokesman for Zarif announced that Zarif had arrived in Biarritz at the invitation of the French foreign minister “to continue talks” between the Iranian and French governments. The statement followed reports of an Iranian government plane landing in Biarritz.

Zarif had intended to travel to China today — the first stop of an Asia swing to canvass support for the nuclear deal. An Iranian source said the switch to the French resort was a last minute decision after Zarif’s French counterpart extended the invitation.

“No one was expecting it,” one U.S. official said of Zarif’s arrival. “It was a surprise.”

U.S. officials said early Sunday, immediately following Zarif's appearance, that some in the administration were furious at the French government’s decision to invite Zarif to Biarritz without significant advance notice. But they could not characterize the president’s views.

However, amid French claims that the U.S. had in fact been given advance notice, a senior administration official said later that "the president is never surprised by these types of actions" and that the administration "absolutely had an idea that he would be here," adding that they were "fairly certain" that Trump was "aware of this potential at least yesterday."

French President Emanuel Macron has been urging Trump and the Iranians toward a dialogue. France, Germany and the U.K. have tried to salvage the Iranian nuclear deal since Trump withdrew the U.S. from the pact last year.

Trump met privately with Macron for 90 minutes over lunch on Saturday after arriving in Biarritz.

Last month, the Trump administration imposed sanctions on Zarif. Treasury Secretary Stephen Mnuchin said at the time that the Iranian foreign minister “spreads the regime’s propaganda and disinformation around the world.”

Asked Sunday in Biarritz about Zarif’s arrival there, Mnuchin said to the extent Iran wants to negotiate, Trump has said he won’t set any preconditions to talks.

In his tweet confirming the trip, a spokesman for the country's foreign ministry stressed that "there will be no meetings or negotiations" with U.S. officials during the visit.

Zarif himself tweeted later Sunday that "Iran's active diplomacy in pursuit of constructive engagement continues," saying he had met with Macron on the sidelines of the G-7, followed by a joint briefing with UK and German officials. "Road ahead is difficult. But worth trying," he added.

Trump has signaled a willingness to meet with Iranian officials, but Tehran has resisted talks amid what the White House dubs the president’s “maximum pressure” campaign aimed at squeezing the Iranian economy.

“Iran wants to make a deal because the sanctions are not good for them,” Trump said recently at a rally in New Hampshire. “They are not happy.”

Zarif arrived as fissures emerged among G-7 leaders over how to deal with Iran, as well as the threat of a global recession and China.

Zarif was due to travel to Asia in the coming days as part of his tour to get support for Iran amid rising tensions with the U.S. since Trump withdrew America from Tehran's 2015 nuclear deal with world powers.

He told NBC News last month that the door is "wide open" to diplomacy if Trump removes the array of sanctions he has imposed since 2017 that have slashed the country’s oil exports and damaged its economy.

Iran announced sanctions on Saturday against the hawkish Washington-based think tank Foundation for Defense of Democracies, which spent years arguing against the Iran nuclear deal, and its CEO, Mark Dubowitz. Iran accused the group of “economic terrorism” and threatened possible action by Iran’s “security apparatuses” against those who work there.

A State Department spokesman responded to the move on Twitter, writing that the administration “takes the regime’s threats seriously” and would “hold Iran responsible for directly or indirectly compromising the safety of any American.”

On Sunday, Dubowitz criticized the idea of Zarif “being welcomed” to Biarritz, writing on Twitter that he hopes Trump and Macron are “making clear to him that further threats will lead to his banishment,” including from the United Nations General Assembly next month.

“Congress has the constitutional right to declare war,” said Omar. “The president doesn’t have it, secretary of state doesn’t have it, and Saudi Arabia certainly doesn’t have it. I think we need to make sure that the American people understand that this administration that lies about weather maps or crowd sizes cannot be trusted to give us the full information we need to be able to make a decision whether we should be going to war or not with Iran. We are not in a position to think about another endless war, and I really hope that my colleagues in Congress are going to pressure this administration to take a step back and figure out how we use diplomacy in the escalating situation.”

“Now, congresswoman, we understand tonight that U.S. intelligence does believe the attack originated in Iran as well,” said Burnett. “But are you comfortable with that, that when the president is asked whether he trusts Saudi Arabia’s intelligence, ‘oh, I think so, they want to find out also,’ that he has confidence in their assessment?”

“I mean, this is a president, if you remember, Erin, who talked about how Saudi Arabia buys apartments from him and spends lots of money on his businesses and that’s why he’s friends with them,” said Omar. “I think it’s really important for us to remember that Saudi Arabia is actively engaged in war in Yemen. They attacked Yemen. The Houthis have taken responsibility on this particular attack.”

“We have to be very cautious about the way that we move forward, and I think that’s why it’s important for Congress to be able to investigate and take the lead on whether it makes sense for us to engage,” said Omar. “It’s really important for us to remember this is a war — our intelligence is war-tainted towards Iran and, you know, we can’t forget our involvement in Iraq, and how there are people who beat the drums of war and ultimately make us regret a decade or so later.”

President Donald Trump just unleashed one of – if not his most – violent and vile attacks on any political opponent to date. Suggesting Joe Biden has committed a capital offense, for which there is absolutely no evidence, the president said had the former Vice President and his son Hunter Biden been Republicans they would have already been executed.

“If a Republican ever did what Joe Biden did, if a Republican ever said what Joe Biden said, they’d be getting the electric chair by right now,” Trump claimed, after telling reporters “Joe Biden and his son are corrupt,” without any evidence.

“But the fake news doesn’t want to report it, because they’re Democrats,” Trump added.

The president, who made his remarks from the United Nations, went on to call the media “crooked as hell.”

This is true of people with extreme views, regardless of the nature of their views. When people have strong opinions that they are unable to support in a rational debate they like to suppress the debate if they have the power to do so.
