None of this is an answer or even explanation for the OP but if we understand the roots of our own personal sense of guilt we have a chance to overcome it.

To add, 'overcoming' our guilt shouldn't mean we don't listen to the small voice of conscience when we are putting ourselves and others at risk. That voice still has a purpose.
