He is referring to the part of the human brain that deals with fore-thought and logic with doesn't fully develop in Males until the age of about 26 in females it develops much younger about 18-20 I think if I remember correctly.

 

Perhaps there ought to be a buffer area where consensual sex is legal, but it is still possible for a girl to bring charges if she feels that she has been exploited. Its funny how many of you say 18, but here in Canada, the legal age is 16. 16 years old is probably best, old enought that your dealing with someone who isn't easily coereced, or any more so then an 18 year old. I know girls that looked older then 18 in grade 10, and I know girls in second year uni that look 15. For you to say that some one is wrong for finding some one who is 16, but looks 21 is perverse is a cop out. When you see someone you can tell if there body is physically mature enough for sex, though the reason why we should have minimum age limits is also for maturity. Just because someone's body is ready for sex, mentally they still may be too imature. Generally though, if someone looks 15, and is 15, and behaves like a 15 year old, and your 22, people will think your immature, and will not take you seriously.

 

I think you mix up seduction and rape here. If you were seduced, you would not put up a fight, if you were raped, you would.

And when you say that most teenage girls or women do not enjoy casual sex and variety, I think this has more to do with upbringing and societys approval than with with they really want. When I grew up, but myself and my friends did a lot of wishful thinking, and talking. But few of us did anything further, but that mostly because those who did was "talk og the town" soon after. When a boy, or man, sleep around, he is mostly regarded as strong and his actions are approved of. If a girl,or woman, does the same, she is labeled a slut and put down by everyone.
A lot of times it is the actions taken by society that hurts, not what goes on between two lovers, regardless of age.

That said, I think there should be a legal age, so to make it easier for boys and girls to say no, and to stop bad people to exploit others.
In Norway that age is 16, but practised liberally when the patners are of about same age. That makes sence to me.

I think the fact that sex between an employee and her boss is often criminal is a good start. But if there isn't any kind of authority relationship, like father-daughter or teacher-student, then to me the line is a lot less clear.

Clearly a 9 year old would regard any adult as an authority, and should be protected from adults. Who do 13 year olds regard as authorities? Is a high school senior an authority figure to her? What about a random guy she found while cruising AdultFriendFinder?

It really depends on the gap in age between the two partners. Sure two 12 year olds can do it and both would feel like it was a new enticing experience. A 12 year old and an 18 year old will feel differently.
