They have to graduate from a US high school. Currently about half of children of immigrants drop out.

They cannot have a criminal record.

They have to show proof that they've lived CONTINUOUSLY in the US for 5 years; no going back and forth across the border.

These conditions will exclude a large number of immigrant children.
