As the mental health institutions were being shut down in the UK - um, about ten years ago now I think - the prison population started to rise. Most prisons now are actually *unofficially* regarded as modern mental asylums.

The majority of repeat offenders will, obviously, reflect the lack of care in society. It's not a bad thing to say that the majority of r/o's are mentally ill. It's fact. If you look at the type of crimes they're being charged and caged - umm, imprisoned - for, you'll see that most are low-level crimes, or violence. Put yourself in the shoes of a guy whose been kicked out of the institution he's called home for the past *however many* years and put him on the street. Imagine he has to take medication to control his psychotic episodes. But, if there's nobody around to make sure he takes his medication, and to monitor that he's actually got enough medication to last until his next doctor's appointment - and, while we're here - to make an appointment for him (not always easy to find a doc when you're NFA. Not even in the UK). Of course, sooner or later, he's going to slip into an episode of psychosis, maybe get violent straight off - or perhaps when people start shouting at him to calm down because *he's* frightening their kids/wife/little old woman out doing her shopping.

You think the police are equipped to ensure the guy sees a GP (General Practitioner) and gets the medical aid he requires? Not for psychosis. Not for people acting out violently during a psychotic episode.

Ergo, he's put into prison, where he spends his incarceration in the health unit, not general population, because he's got to have medication, and the best way to ensure he gets the correct meds, at the correct dose, at the correct time, is to house him in the health care unit.

He does his time, maybe gets out early, due to 'good behaviour' - which is down to nothing more than him getting his medication - back out, onto the street where, in time, the episodes start all over again because? Hmm? Because he isn't getting the medication or the health care he needs.

 

Michigan had similar results when Engler closed all of our mental health facilities in the 90s.

Tell you straight up partner you 33 years of law enforcement carries not weight with me because I've seen as many bad cops as I've seen good ones and I've watched law enforcement turn from serving and protecting the public to viewing the general public as their enemy. I've seen them abuse prisoners (me included) watched them fabricate evidence, and lying under oath is something I suspect they teach at the police academy.

And only a cop would call for things like mandatory minimum sentences, long prison terms for repeat offenders and even more get tough with crime bullshit when we're already a prison nation, and are fixing to open the doors and let criminals out because prisons are so over crowded they have no choice mostly because so many cops can make their living off busting pot smokers.

Now as I've said several times on this thread I'm convinced we need to approach SOME of these sex offenders radically differently and perhaps even change our sentencing guidelines, or like has been suggested here, take sex offenders out of the criminal justice realm and put them in the mental illness realm.

But the last thing we can do is just keep following the same failed policies.

Yes we would if we had treatment and rehabilitation programs in our prisons like we did at one time. Take the Ironwood prison in California for example. It costs 45,000 a year to keep one person locked up. Those who can't get enrolled in their college education program at a cost of $800 per inmate, have a 75% recidivism rate. Those who graduate from the prison college course have a 22% recidivism rate.

These same kind of results have been achieved in many other places but there are very few if any of these programs left in our prisons. Instead we just warehouse them in a dangerous and counter productive environment and then turn them loose again more dangerous than they were before they went into prison.

What could you possibly know about reality? The reality is that Hitler first started executing criminals, then handicapped and mentally ill, and then moved on to killing Jews, Gypsies, and intellectuals.

Any time you believe people are genetically predisposed to crime and or sex offending you open the door to not only elimination is the solution to the final solution.

No of course not. If you just want to kill people with no legal safe guards we could do it like the Chinese and not only just shoot people in the back of the head, send a bill to the surviving family members for the cost of the bullet.

So now let me ask you a question. How many people sentenced to death have been proven innocent in say the last 30 years or so? You tell me that before we discuss this idea further.

So obviously the death penalty is no deterrent at all is it? So what we're really doing here is executing a few innocent people as it is now, for something that has no real value other than revenge. Plus you strike me as being as calloused and frightened individual that has the irrational and illogical desire to have your government kill the things you fear or hate, without realizing the consequences.

No they aren't. They are prosecuted in every case they learn about. Doctors, counselors and educators are required to report any SUSPECTED abuse of children, and sex offenders leave prison with all kinds of requirements and restrictions. You can say we need to fix something with this. You can say that too many abusers slip through the system. But you can't truthfully say crimes against children are tolerated.

Ok before we agree to just execute more people are these safe guards you're talking about working? Look at what you're saying here? Right now more than 100 death row inmates have been proven innocent and most of them were absolved by DNA evidence. But why the fuck were they convicted in the first place?

And what bothers the shit out of me is most states don't use or even keep DNA evidence, so statistically there is vertually no possibility we are not executing innocent people right now. In fact Texas just had a case where it appears they were more than willing to execute an innocent man to keep from admitting they were wrong than they were willing to actually look at new evidence and facts that might have proven the guy innocent.
