Intercepted bank transfers show Russia poured money into Taliban-linked accounts after bounties revealed

American officials intercepted data that supported their conclusion that Russia had secretly offered bounties to Taliban forces for killing U.S. and coalition forces.

*Three officials familiar with the intelligence told the New York Times that intercepted electronic data showed large financial transfers from a bank account controlled by Russia’s military intelligence agency to an account linked to the Taliban.

That evidence supported claims about the bounty program described by detainees during interrogations, and undercut White House denials that the intelligence was too thinly sourced to present to President Donald Trump in his daily briefing.

Investigators also identified numerous Afghans by name who were linked to the suspected Russia operation, officials told the Times, including a man believed to have helped distribute some of the funds and purportedly since fled to Russia.

The White House and national security council declined to comment on the new revelations, as did the Director of National Intelligence John Ratcliffe, who is expected to meet privately Wednesday with the Republican-led Senate Intelligence Committee.

President Donald Trump, the Director of National Intelligence, the former acting Director of National Intelligence, the National Security Advisor, the Secretary of State, the Secretary of Defense, the White House press secretary, and other Trump-appointed administration officials all have offered varying denials that Russia is paying terrorists in the Taliban to kill American soldiers, and that President Trump was briefed on the bounty program as far back as March of 2019.

Those who are not denying that Russia is paying the Taliban to kill American troops?

The Taliban.

Two current Taliban commanders and one former Taliban commander have confirmed to Business Insider “that Russia pays extremists in Afghanistan to attack US soldiers.”

“The Taliban sources were clear that this took place, and said Iran and Pakistan do it too,” Business Insider, a right-leaning news site, adds in its report.

Russia is not only paying cash – via wire transfers as The New York Times reports – to the Taliban to kill Americans, but “Taliban commanders have confirmed” Russia has also offered “material support to its members in exchange for attacking US forces in Afghanistan.”

The former Taliban commander, now a refugee in Greece, explains that the Russians “did not spend the money because we are friends. They spent it to kill their American enemies.”

Trump, as recently as Wednesday morning, has denied that the Russian cash-for-killings bounty program exists, and that he was ever briefed on it. As with many things that are true, Trump labeled it a “hoax.”

Afghan Contractor Handed Out Russian Cash to Kill Americans, Officials Say
A small-time businessman became a key middleman for bounties on coalition troops in Afghanistan, U.S. intelligence reports say. Friends saw him grow rich, but didn’t know how.

KABUL, Afghanistan — He was a lowly drug smuggler, neighbors and relatives say, then ventured into contracting, seeking a slice of the billions of dollars the U.S.-led coalition was funneling into construction projects in Afghanistan.

But he really began to show off his wealth in recent years, after establishing a base in Russia, though how he earned those riches remained mysterious. On his regular trips home to northern Afghanistan, he drove the latest model cars, protected by bodyguards, and his house was recently upgraded to a four-story villa.

Now Rahmatullah Azizi stands as a central piece of a puzzle rocking Washington, named in American intelligence reports and confirmed by Afghan officials as a key middleman who for years handed out money from a Russian military intelligence unit to reward Taliban-linked fighters for targeting American troops in Afghanistan, according to American and Afghan officials.

As security agencies connected the dots of the bounty scheme and narrowed in on him, they carried out sweeping raids to arrest dozens of his relatives and associates about six months ago, but discovered that Mr. Azizi had sneaked out of Afghanistan and was likely back in Russia. What they did find in one of his homes, in Kabul, was about half a million dollars in cash.

American and Afghan officials for years have maintained that Russia was running clandestine operations to undermine the U.S. mission in Afghanistan and aid the Taliban.

But they only recently concluded a Russian spy agency was paying bounties for killing coalition troops, including Americans, which the Kremlin and the Taliban have denied.

According to officials briefed on the matter, U.S. intelligence officials believe the program is run by Unit 29155, an arm of the Russian military intelligence agency known as the G.R.U. that has carried out assassinations and other operations overseas.

That a conduit for the payments would be someone like Mr. Azizi — tied to the American reconstruction effort, enmeshed in the regional netherworld, but not prominent enough to attract outside attention — speaks to the depth of Russia’s reach into the increasingly complicated Afghan battlefield, exploiting a nexus of crime and terror to strike blows with years of deniability.

The public revelation last week of that conclusion has touched off a political firestorm in Washington. White House officials said at first that President Trump was never briefed on the matter, but it emerged that the intelligence assessment was included in a written briefing to the president in late February, if not earlier.

As Democratic and Republican officials have expressed alarm at the news, and the administration’s lack of action in response, the White House has insisted that the information was uncertain.

Details of Mr. Azizi’s role in the bounty scheme were confirmed through a dozen interviews that included U.S. and Afghan officials aware of the intelligence and the raids that led to it; his neighbors and friends; and business associates of the middle men arrested on suspicion of involvement. All spoke on condition of anonymity to avoid retaliation.

U.S. intelligence reports named Mr. Azizi as a key middleman between the G.R.U. and militants linked to the Taliban who carried out the attacks. He was among those who collected the cash in Russia, which intelligence files described as multiple payments of “hundreds of thousands of dollars.” Those files were among the materials provided to Congress this week.

Through a layered and complex Hawala system — an informal way to transfer money — he delivered it to Afghanistan for the missions, the files say. The transfers were often sliced into smaller amounts that routed through several regional countries before arriving in Afghanistan, associates of the arrested businessmen said.

Afghan officials said prizes of as much as $100,000 per killed soldier were offered for American and coalition targets.

Just how the money was dispersed to militants carrying out attacks for the Taliban, and at what level the coordination occurred, remains unclear. But officials say the network had grown increasingly ambitious and was in communication with more senior levels in Taliban military ranks to discuss potential targets.

About six months ago, Afghanistan’s intelligence agency, the National Directorate of Security, raided the offices of several Hawala businessmen both in Kabul, the capital, and in Kunduz, in the north, who were believed to be associated with the bounty scheme, making more than a dozen arrests.

“The target of the operation was Rahmat, who was going back and forth to Russia for a long time and said he worked there but no one knew what he did,” said Safiullah Amiry, the deputy head of Kunduz provincial council, referring to Mr. Azizi. But by the time the raid took place, “Rahmat had fled.”

“From what I heard from security officials, the money had come from Russia through Rahmat,” he added.

Russia was initially seen as cooperating with American efforts after the U.S. invasion of Afghanistan in 2001, as its interests in defeating Al Qaeda, an international Islamist terror group, aligned with those of the United States.

But in recent years, as the two powers clashed elsewhere, the Kremlin grew wary of the prolonged United States presence and moved closer to the Taliban, hedging its bets on who would take power in a post-American Afghanistan.

The Russians also saw an opportunity for long-awaited payback for the Soviet humiliation in Afghanistan in the 1980s, when the Red Army withdrew after being unable to defeat a United States-backed insurgency.

Russia has walked a fine balance in recent years, eager to bloody the American nose, but wary of Afghanistan collapsing into a chaos that could spill over its borders. Publicly, Russia has admitted only to information-sharing with the Taliban in fighting the Islamic State in Afghanistan, a common foe.

The U.S. conclusion in 2019 that the Russians were sending bounty money to the Taliban came at a delicate time in the conflict, just as the United States was deep into negotiations with the insurgents over a deal to withdraw the remaining American troops from the country.

Some of the attacks believed to be part of the bounty scheme were carried out around the time the Trump administration was actively reaching out to Russia for cooperation on those peace talks. Zalmay Khalilzad, the U.S. special envoy leading the talks, repeatedly met with Russian officials to build consensus around the American endgame.

The Afghan battlefield is saturated with smaller terrorist groups in addition to the Taliban, who are still responsible for the majority of the violence. Criminal networks, profiteers and terror training experts also freelance their services — often to several groups at the same time.

Mr. Azizi, who neighbors and relatives said is in his 40s, thrived in that convoluted, murky environment.

A friend who has known him since his early days in Kunduz, as well as later in Russia, said he had started off with smuggling small shipments of drugs into Iran in his 20s, but that venture was not very successful. He had returned to northern Afghanistan, and somehow won contracts from the American-led coalition forces to build stretches of a couple roads in Kunduz, before making his way to Russia.

None of those interviewed who know Mr. Azizi were surprised when his associates were raided about six months ago and one of his brothers taken into custody with the half a million dollars in cash. As one of his friends put it, he had gone from “not even having a blanket” to having multiple houses, fancy cars, and security escorts.

Pelosi says sanctions against Russian intel were stripped from bill because of Trump — even though GOP wanted them

House Speaker Nancy Pelosi (D-CA) revealed in her weekly press briefing that the Russian sanctions bill had sanctions that specifically targeted Russian intelligence, known as the GRU. But those sanctions were stripped out of the bill.

“We passed in a bipartisan way, sanctions on Russia. The administration told us to take out the sanctions against the GRU, the intelligence as well as the defense sectors of Russia. Those should definitely be — those were there in a bipartisan way. The administration wanted them out. I don’t know why,” Pelosi said, throwing her arms in the air.

She went on to say that the investigation into the Russian bounty on Americans shouldn’t distract from the fact that Russia is trying to interfere with U.S. elections, or that “all roads through this president lead to Putin.”

It was reported by the New York Times this week that the money sent to the Taliban for the heads of American soldiers went from GRU accounts to the Afghani militants.

John Bolton was on TV this morning and in a very sly way confirming he told Trump about Putin putting bounties on our troops and while that information was in his written daily briefing the reason he wasn't verbally briefed is because Trump goes ballistic anytime bad news about Russia comes up so the White House avoids doing that. Bolton cannot reveal classified information so when asked about it he said he understands why Trump might not have been verbally briefed on the bounties because he personally bears the scars of trying to inform Trump about what Putin was doing. Which is one of the worst threats to our national security we can have if Trump refuses to hear anything negative about Russia which is our biggest adversary in the world. Which confirms what House Speaker Nancy Pelosi has been saying for months. "All roads lead to Putin with Trump." And the only real "hoax" is Trump pretending to be president.

As Russian bounty scandal unfolds, remember this: Robert Mueller found plenty of collusion

Although Donald Trump now claims the whole thing is a “hoax” — his favorite term to discredit any story that’s true — the president was clearly told by intelligence officials that Russia was paying bounties to Afghan fighters to kill American troops. Over the weekend, the New York Times reported that Trump was briefed and there was a large intra-agency meeting held by the National Security Council. When the White House denied that Trump had ever heard anything about this, sources came up with a date for the briefing: Feb. 27. Further reporting from the Associated Press indicates that Trump was shown an earlier version of this intelligence more than a year ago, and that then-national security adviser John Bolton personally briefed him in March 2019. Financial documents also back up the story, and the name of one Afghan middleman has surfaced.

Indeed, it’s obvious Trump is lying about this is just from the fact that he’s dismissing the entire story as a “hoax,” even though his White House officials and Republican politicians are not contesting that these intelligence reports about Russian bounties actually exist. Yet Trump continues both to deny that he was briefed and also to claim, preposterously, “this is all a made up Fake News Media Hoax.”

Whenever he labels a story a “hoax,” it’s usually a safe bet that it’s true. For instance, he declared that concerns about the novel coronavirus were a “hoax,” and now we’ve seen 130,000 deaths and nearly 3 million people infected. Throughout the impeachment process he claimed the whole thing was a “hoax,” even though White House transcripts made clear he had tried to blackmail the Ukrainian president into smearing Joe Biden. And of course, Trump loved to yell about the “Russian hoax” in reference to extensive interference with the 2016 election and the Trump’s campaign’s extensive collusion with that conspiracy.

Because of the meat grinder that is our current political situation and because of Trump’s wind-up doll repetition of “no collusion,” a lot of folks, especially in the media, have forgotten that last point: While special counsel Robert Mueller didn’t find actions that could be charged as criminal conspiracy on Trump’s behalf, he found extensive collusion with that conspiracy, by both Trump himself and his campaign staff. Like anything else Trump calls a “hoax,” the Russia collusion story was real — and very damning.

That matters right now, and indeed it always did. The current scandal about the Russian bounties — which is in the mix with other scandals, such as Trump’s mishandling of the economic crisis and his non-decision to let the coronavirus wash over the country in a deadly wave and, oh yeah, the white supremacist stuff — goes right back to Trump’s peculiar affection for Russia and its authoritarian leader, Vladimir Putin. It isn’t just that Trump loves Putin and won’t hear a bad word about Russia. It’s that he has a long history, documented in the Mueller report, of inviting Russia to help him cheat in elections and making it clear that he would use his power to assist Putin’s agenda in return.

In April 2019, the website Just Security put together a thorough analysis of the Mueller report and found that “it provides significant evidence that Trump Campaign associates coordinated with, cooperated with, encouraged, or gave support to the Russia/WikiLeaks election interference activities.”

The amount of such activity — some might call it collusion — is dizzying. Trump’s campaign chair, Paul Manafort, shared internal campaign data with a Russian spy. Deputy campaign manager Rick Gates was in the car with Trump when Trump got a call tipping him off to a WikiLeaks dump, which we now know involved emails stolen by Russian intelligence. Donald Trump Jr. and other campaign staffers took a meeting in Trump Tower to discuss what they clearly hoped was a chance to get deeper into the conspiracy. Behind the scenes, Trump Jr. encouraged the Russian conspiracy and tried to set up back channels in order to get more involved.

For their efforts, the Russians got some important love tokens from Trump and his campaign in return. Trump rewrote the Republican platform to remove language condemning Russian aggression toward Ukraine. Trump’s first, and very short-lived, national security adviser, Michael Flynn, got in trouble during his time on the transition team by implicitly promising Russia that sanctions levied under Barack Obama, in response to the election interference, would be removed. Arguably, Trump’s threat to pull military aid from Ukraine was just more of the same, as it served not just his interests but Putin’s as well.

Mueller proved a “quid.” There was a ton of evidence of the “quo.” There just wasn’t direct evidence of the “pro,” so much as a lot of raised eyebrows and a mutual, if unspoken, understanding.

Remember that 34 individuals were indicted or convicted or pled guilty to crimes as a result of Mueller’s investigation. Trump himself clearly committed multiple obstruction of justice crimes in his efforts to cover up the conspiracy, and it’s somewhere between possible and likely that his obstruction successfully concealed more evidence of collusion or even outright conspiracy.

Most likely there wasn’t an overt conspiracy because there didn’t have to be. Trump understood he was getting illegal help from the Russians, and used his public platform repeatedly to indicate to let Moscow know they would feel his gratitude for their help. Furthermore, reading the Mueller report, one gets the impression that Russian spies looked into the possibility of more direct conspiracy with the Trump campaign, but when they witnessed what a bunch of incompetent amateurs they were dealing with, felt it was better to leave Trump and his family out of the loop with the conspiracy against the American people.

It’s important to reiterate all these facts and analysis because it helps us understand what the hell is going on with this Russian bounty story. Trump is both grateful for the extensive and illegal help he got from the Russia in the 2016 election and hoping to get more such help in 2020. (Which he hasn’t exactly been coy about.)

This history suggests that Trump may not be directly conspiring with Putin, but appears to have an unspoken understanding with the Russian president: Putin will give Trump campaign help and Trump will look the other way when Putin takes actions to undermine Western democracy.

As anyone with a Twitter account and a political opinion could tell you, Russia is upholding this end of this bargain, actively using social media to expose Americans to the same psy-ops that Putin has used against his own people for years.

This context helps us understand Trump’s behavior, as well. A new report from CNN’s Jim Sciutto paints a picture of Trump’s attitude toward intelligence reports that have unfavorable information about Putin and Russia: He doesn’t want to hear it, and has bullied and browbeaten officials so much that they’ve given up on offering him substantive intelligence about Russia’s activities.

“The President has created an environment that dissuades, if not prohibits, the mentioning of any intelligence that isn’t favorable to Russia,” one official told Sciutto.

This isn’t really that mysterious. Trump is grateful for Russia’s help and wants more of it. He understands that the price of such help is not interfering with Putin’s anti-democratic machinations. So he’s intimidated intelligence officials into rarely or never broaching the subject, and has actively used the powers of his office to aid Putin, such as trying to get Russia back into the G7. It doesn’t need to be a conspiracy. But one might call it collusion.

There have already been American deaths linked to these Russian bounties. Trump refuses to own up to the fact that it was wrong to ignore the intelligence in the first place, and even continues to deny that any of it’s true. By calling the story a “hoax,” Trump is signaling to Putin that he’s got the Russian leader’s back, and that whatever Putin wishes to do in the global arena, Trump will not only look the other way but will make excuses for him.

There’s a lot of chatter about Trump having been blackmailed or paid off by Russians, and heaven knows our situation is so bonkers that you can’t rule that out entirely. But we also don’t need that sort of explanation, when the most obvious one is staring us in the face: Trump wants Russia to help him cheat in 2020, just like they helped him cheat in 2016, and he’s willing to do whatever he can to make sure that happens. If the price requires the blood of American soldiers, then so be it.
