I don't think there's any doubt that incest is very widespread. Most people won't talk about it, but there is a lot of sex between siblings and sex with cousins. I don't think parent/child sex is as common, but there are many people who engage in it.

Not quite so. I agree that incest should be consensual and both parties should want to do it, and agree to do it. Than means no coercion. Most incest cases reported in the press are the result of forced sex, and that is rape. Rape is rape (and totally unacceptable), whether family members are involved (o.e. incest occurred) or not.
IMHO there are four requirements:
1. Consensual (explained above).
2. Safe sex is practised (i.e. remove all possibilities of an unwanted pregnancy).
3. Both parties should be adult (at least 18 years of age).
4. It is done in privacy.
If these conditions apply, the question is: why should it not be allowed? Who is harmed by such sexual interaction? Remember: with the advent of foolproof contraception and the increase in STD's, sex outgrew it's original purpose to be practised for procreation; nowadays it is practised for recreation, mutual enjoyment and satisfaction.
