Twelve years after she put together the TARP, the Speaker negotiated a major legislative response to the coronavirus.

For the second time in her career, Speaker Nancy Pelosi was tasked with bailing out a Republican president in a moment of national crisis and, with a tanking stock market in the background, came through with a bill.

Twelve years ago, Pelosi worked with President George W. Bush and his lieutenants to craft the 2008 emergency bank bailout. Late Friday night, she’d nailed down a deal with the Trump administration on legislation to respond to the spiraling coronavirus outbreak.

But unlike the first time—when the speaker and the man in the White House had a relatively decent working relationship—Pelosi this time was collaborating with a president who’d spent weeks trashing her as, among other things, “incompetent.”

The name-calling, ultimately, proved to be a minor hurdle, if one at all; as Trump was largely sidelined during negotiations. Over the course of Thursday and Friday, Pelosi spoke instead with Trump’s Secretary of the Treasury, Steven Mnuchin, nearly 30 separate times as they hammered out a deal.

Through it all, the speaker did not speak with the president once. Asked at a late-night Friday press conference if they had talked, Pelosi looked almost shocked that anyone might think so. “There was no need for that,” she said.

Bush was a participant in TARP discussions, though he strategically kept some distance as he and his aides felt that Treasury Secretary Hank Paulson would be more palatable a negotiating partner for lawmakers on the Hill. It was Paulson who famously leaned so heavily on Pelosi to help get the bank bailout through the House that he even got down on one knee to beg her to push the bill through her chamber.

The parallels between then and now aren’t perfect. But they aren’t far apart either. For lawmakers who were there during the autumn of 2008 the most important difference is the most obvious: Trump.

“The crisis atmosphere seems similar. The inability of the president to provide any real leadership is different,” said Rep. Lloyd Doggett (D-TX) shortly after a midnight vote on Saturday to approve the coronavirus legislation. “I disagreed vigorously with the Bush administration, but at least the president led and worked with his team on this. We're here at this hour, in large measure, because Donald Trump's provided no leadership, just obstruction.”

I never thought I would say this,” said Rep. Zoe Lofgren (D-CA), who voted for the bailout at the time, “but Bush was capable of acting.”

While Trump made broad requests for the type of legislative response he wanted, he didn’t provide much in the way of specific details, so Democrats—led by Pelosi—simply plowed ahead. The first relief effort from Congress, a bill passed last week to inject $8 billion into the U.S. public health system, blew past the administration's initial ask of just over $2 billion—with the enthusiastic buy-in of Republicans in both the House and Senate.

The foundation of the deal passed on Saturday was laid out by congressional Democrats earlier in the week, who offered a list of legislative priorities to deal with the outbreak, including expanding paid sick leave, unemployment insurance, food assistance, and COVID-19 testing.

With Senate Majority Leader Mitch McConnell (R-KY) proposing no legislative plans, House Democrats’ plan became the only game in town. And instead of coming up with a bill of their own, the Trump administration chose to negotiate, as public demand grew for a response to the escalating crisis.

Mitch McConnell Calls For House Coronavirus Bill To Be Passed Without Amendment: ‘Gag and Vote For It Anyway’

Senate Majority Leader Mitch McConnell (R-KY) said the Senate would move ahead with a vote on the House’s coronavirus response bill, and urged his Republican colleagues to withhold their objections to the bill and “vote for it anyway.”

Speaking to reporters on Tuesday, McConnell said his intention was to hold a vote on the House’s bill as soon as they could, and that the Senate wouldn’t adjourn until they’ve passed legislation to expand on the House’s proposed measures.

“With regard to the bill that came over from the House, there was some discussion about a bigger proposal because we all know a bigger proposal was necessary, but I’ve decided we’re going to go on and vote as soon as the Senate can get permission to vote on the bill that came over from the House, send it down to the president for his signature and thus re-ensure the people around the country that we can operate on them bicameral, bipartisan basis quickly. Second, we will not leave until we have passed yet another bill and clearly, that will have to go in two steps as I’ve indicated earlier, first Senate Republicans and the administration are going to try to reach an agreement on what we think is best for what can best be described as Phase 3. Then we will sit down with hour Democratic counterparts and see what we can agree to. The Senate will not leave town until we have processed yet another bill to address this emergency.”

As he took questions, McConnell argued that “a much larger bill” is necessary to deal with the pandemic, but the counsel he offered to his colleagues was to “gag and vote for it anyway even if they think it has some shortcomings, and to address those shortcomings in the bill we are in the process of crafting.”

Once again Moscow Mitch proves he is no House Speaker Nancy Pelosi. I can not think of a time when Pelosi could not get her caucus together and deliver the votes on needed legislation.

While Moscow Mitch still can't get his caucus together even when he threatens. He made a big production out of saying the Senate would stay is session until the come up with legislation that will pass. But he ended up having to shut it down when they got past midnight and still couldn't agree. And even now they continue to fumble fuck around and can't even get the Republicans to agree. While the Democrats stand ready to go with their legislation that would pass of Moscow Mitch allowed it to come to the floor for a vote.

So House Speaker Nancy Pelosi had to drop what she was doing and fly back to DC to start holding meetings so she can clean up Moscow Mitch's mess and get the help to Americans that they so desperately need .

That would help. And they are already one down now that Rand Paul tested positive for coronavirus. But that might actually help to get something passed since Paul likes to grandstand and single handedly hold up legislation by not giving up the floor for a vote introducing "poison pill" amendments that slow things down but don't have a prayer of passing.

But Moscow Mitch still can't get his shit tog.ether. He announced just a little while ago that he was bringing a stimulus package to the floor for a vote. And then just postponed it again. Trying to time it just before stock future trading opens again hoping to avoid another market bloodbath

Republicans currently have a 1-vote majority, but more quarantines are expected, because exposure seems to have been disproportionately impacting the Republican representatives. Huh.

Interestingly. McConnell has been the main impediment to instituting remote voting in the Senate, as he voted ‘no’ to video voting, and lobbied hard against it.

It’ll be interesting to see what Schumer will do with this.

Actually we are not as sane as most other countries so even if Moscow Mitch's party doesn't have a majority in the Senate he remains Senate Leader and controls what comes to the floor for a vote until at least January 2021 and a new Senate takes over. But House Speaker Nancy Pelosi still bent him over and used a corn cob on him for a rectal exam because he had to get a vote through tonight while he still had at least 51 votes. But now with 5 Republicans out for at least two weeks he only has 48 votes and it takes 51 to pass anything. So now he has two choices. Either look at the American people in the worst crisis since World War II and say get fucked me and Trump are not lifting a finger to help you for at least two more weeks. Just go ahead and suffer and die. Or work with Pelosi and Schumer to get something passed. And Pelosi might be of a mind to say "No Mitch not until you lick the corncob clean. And do a really good job you little bottom bitch."

Pelosi warns against 'poison pills' as Senate negotiators near a stimulus deal

Speaker Nancy Pelosi (D-Calif.) on Tuesday said she's *hopeful Congress can reach a deal a massive coronavirus relief package by day's end, but warned that Republican "poison pills" could gum up the process and prompt House Democrats to move their own legislation.

Pelosi said Democrats remain insistent that a $500 billion allotment to help major industries must include greater oversight and transparency, and she hammered GOP leaders for their resistance to including billions of dollars for food stamps.

If Senate and White House negotiators are able to iron out those differences, she said, the House could accept the Senate bill and likely pass it quickly by unanimous consent, allowing the House to remain in recess.

But she warned that she's ready to call the House back to Washington to move the Democrats' alternative proposal, unveiled Monday night, if her caucus deems the upper chamber bill too favorable toward corporations while neglecting workers and lower-income families.

"The easiest way to do it is for us to put aside some of our concerns for another day, and get this done," she said in an interview with CNBC. "If it has poison pills in it — and they know certain things are poison pills — then they don't want unanimous consent, they just want an ideological statement."

Pelosi says Mnuchin caved on accepting oversight: ‘A $500 billion slush fund was really insulting’

House Speaker Nancy Pelosi (D-CA) on Tuesday revealed that Treasury Secretary Steve Mnuchin had agree to oversight of a $500 billion relief “slush fund” for businesses.

During an interview on CNBC, Pelosi suggested that Democrats and the White House could agree to a coronavirus relief bill within hours.

“I can say we’re all receptive to getting something done we all know that everybody doesn’t write their own bill, that it’s a series of compromises, and that *we think the bill has moved sufficiently to the side of workers,” she explained to CNBC host Jim Cramer.

“This isn’t a conversation with workers and not with the airlines or other industries, hospitality, parking, you name it, restaurants, you go down the list,” she added. “Trying to address their problem. So it is not a one-sided conversation on our part. However, things like a $500 billion slush fund was really insulting.”

“I think the secretary has come to that agreement with you, and has some sort of transparency factor, inspector general, get an oversight panel,” Cramer noted.

In fact, the White House confirmed on Tuesday that Mnuchin had agreed in princple to some form of oversight.

This was a big sticking point for Democrats who called it a slush fund and wanted much more oversight on how the money was spent.
